The International Centre of Insect Physiology & Ecology (icipe) seeks to hire a Human Resources Manager who is responsible for the overall effective and efficient functioning of human resource components including the provision of dedicated quality HR services, and professional advice, and through leading implementation and coordination of HR systems, policies and procedures in line with the centre’s vision, mission, and strategic objectives.
The position holder shall advise project leaders on the interpretation/application of HR policies and procedures and ensuring the country office employment and personnel management practices meet the centre and donor’s standards and are in compliance with local labour laws and related government regulations.
She/he will be a member of icipe Ethiopia office which is located at the International Livestock Research Institute (ILRI, Addis Ababa, Ethiopia).
Responsibilities:
Develops, implements and maintains human resources policies and procedures across the country office, including training programs to educate and promote awareness of regulatory compliance
Maintains the work structure by updating job requirements and job descriptions for all positions
Prepares employees for assignments by establishing and conducting orientation and training programs. Assesses staff training needs, develops, implements and monitors effectiveness of staff training programs
Supervises and manages the implementation of performance management system, staff development and orientation processes - delivers performance management programs that drive a high-performance culture
Directs and manages the recruitment and selection process, and train line managers in interviewing and assessment procedures
Produces reports on key metrics, including remuneration and benefits, absenteeism and turnover. Ensures reported issues are addressed
Enforces management guidelines by preparing, updating, and recommending
human resource policies and procedures. Advises senior management potential HR risks regarding staff management issues and manages staff issues in line with the HR policy and with the local labour laws
Takes the lead in ensuring employee safety, welfare, wellness and health in compliance with the statutory law
Ensures local and international consultants are sourced according to the centre guidelines and maintains talent databases
Manages casual and temporary employment contracts in full compliance with the centre’s requirements and prevailing regulations
Handles employees’ compensation and benefit process and periodically develops competitive salary structure and benefit plans on a need basis
Advances human resource staff job results by counseling and disciplining employees; advises and guides project leaders on handling disciplinary matters
Handles grievances and labor litigation in consultation with the legal advisor
Requirements:
A Master’s degree preferably in Human Resources Management or Business. Or Bachelor’s degree
Relevant professional certification
In depth knowledge in a technical or specialized field
Minimum of seven years’ relevant work experience for Masters degree or ten years’ relevant work experience for Bachelor degree in Human Resources policies and practices, preferable with an international organizations or NGOs and good knowledge of HR best practices and standards.
Fully conversant with local labor laws and practices
Excellent communication and interpersonal skills
Excellent strategic and analytical skills and problem-solving skills with ability to make sound advice
Proactive, result-oriented and service-oriented
Attention to details, accuracy and timeliness in executing assigned responsibilities.
