Background

  • Advancing Decent Work and Inclusive Industrialization in Ethiopia is a comprehensive and coordinated International Labour Organization (ILO) response to a need expressed by the Ethiopian constituents and other key industry stakeholders to advance decent work and inclusive industrialization in key priority sectors identified in the Second Ethiopian Growth and Transformation Plan (GTP II).

  • Ethiopia has registered a great deal of progress in the growth of the various sectors of the economic in the last ten years, manufacturing being the major one. Public investments also fuelled recent economic growth, focusing mainly on infrastructure developments. This equally brought a rapid growth of labour supply in the various industries. In response to the growing dynamism and ensure industrial peace, the Ministry of Labour and Social Affairs (MoLSA) put in place the National Occupational Safety and Health (OSH) Policy and Strategy in July 2014 and earlier in 2008, the National OSH Directive, to serve as a tool to translate the country’s effort in establishing OSH systems and processes on the ground.

  • In the last 12 years, various developments have taken place not only in the focus of the government, but also in the nature of the production process and system, size and type of production, usage of inputs. This has brought about exposure to new hazards and risks in the workplace, which calls for revisiting the standardization, responsiveness, and practicality of the OSH directive to the prevailing situation.

  • The Vision Zero Fund (VZF or the Fund) of the ILO in collaboration with MoLSA is supporting the revision of the National Occupational Safety and Health Directive of Ethiopia to ensure that the organization of occupational health and safety services is resilient enough to handle the growing demands for workers’ health in the existing context of industrialization. The Fund work towards the vision of zero fatal and severe work-related injuries and diseases. It aims to reduce the number of fatal and severe accidents and occupational diseases in developing countries by improving occupational safety and health practices and conditions in sectors that link to global supply chains (GSCs), and to strengthen institutional frameworks such as labour inspectorates and
    employment injury insurance schemes in countries linked to such GSCs.

    Purpose of the assignment

    The objectives of the assignment are:

  • Revise the existing Occupational Safety and Health Directive of Ethiopia, which was prepared in May 2008 by the Ministry of Labor and Social Affairs, and recommend amendments that are responsive to the prevailing OSH deficits in the different sectors and aligned with the International Labour Standards.

  • Map key stakeholders including roles and responsibilities to facilitate the implementation of the directive

  • Prepare an executive summary of the major areas of revisions and impacts they could potentially create for a safe working condition for high level government officials and members of cabinet to identify the major changes in the directive.

  • Assess the major implementation gaps of the existing directive and propose strategies and on major areas of improvement in the implementation of the revised directive.

    Eligibility criteria:

    Applicant/s (Consulting Firms only not Individual) must meet the following minimum criteria:- **

  • Extensive knowledge of the Constitution of the Federal Democratic Republic of Ethiopia (in particular Article 42(2)), Ethiopian Labor Administration System, Occupational Safety and Health (OSH) and Working Environment Conventions No.155, (1981), and various government and donor programs implemented on the area of OSH.

  • Sufficient skills and/or experience in reforming and/or revising national and sectorial policies in the context of Ethiopia.

  • Experience in designing and implementing knowledge management systems, performance management systems, preferably using tools that capture and use feedback from both services users and providers in agricultural development initiatives.

  • At least 10 years of working experience on establishing OSH systems, processes and directives.

  • At least MA/MSc in the field of Occupational Safety and Health, Public Health, Public Policy planning, Law, and Social Science fields related to the topic of the assignment.

  • The team would be advantageous if it combines experience of various sectors (agriculture, manufacturing, etc), with national legal specialist and international labor law specialist.

    Duration:

  • Duration of the assignment will be for 3 month. Starting from signing of the contract
