Scope of Work for Consultancy to Write Up for Ward Development Plan for Implementation of Kenya Livestock Market Systems Activity
Introduction
Mercy Corps is an international NGO implementing high-quality development work in very difficult places.
We have been operating in Kenya since 2008 and are presently implementing development programs across the Rift Valley, Nairobi, and Northern regions of Kenya.
Together with lead partner ACDI/VOCA and BOMA Project and Smart Regional Consultants (SRC), Mercy Corps is currently leading the implementation of the Associate Award 2 (AA2);
Strengthening Community Capacity for Resilience and Growth (SCCRG) components of a five year USAID funded Kenya Feed the Future Livestock Market Systems (LMS) in Turkana, Isiolo, Marsabit, Wajir and Garissa counties of Northern Kenya.
The goal of LMS is to enable people, households and communities to escape poverty and chronic vulnerability and strengthen their resilience so they can do so sustainably, in the face of complex risk and recurrent shocks and stresses and by leveraging opportunities in the livestock market system.
Strengthening Community Capacities for Resilience and Growth aims at;
Strengthening Institutions, Systems and Governance: Under this objective, the activities are geared towards strengthening management of pasture and water, drought risk and resource based conflicts.
Improving human capital: Under this objective, the activities are aimed at improving and sustaining health, nutrition and hygiene practice by building robust and sustainable behavior change practices; and improving numeracy, literacy and life skills
Mercy Corps seeks to contract a qualified consultant to work with program team to write up ward development plans following the completion of the community participation process in Turkana, Isiolo, Marsabit, Wajir and Garissa Counties of Kenya.
Objectives of the Consultancy
The specific objective of the consultancy is to work with program team to write up ward development plans developed ward development planning process to be used by LMS to contribute to strengthening institutions, systems in Turkana, Isiolo, Marsabit, Wajir and Garissa Counties of Kenya.
Scope and Main Tasks
The consultant will be responsible to deliver the following specific key tasks;
To carry out a review the various ward development planning report including ward development priorities, contingency plans and market systems
To write up a ward development plan for at least five derived from the process reports described above
Engage county government departments in the consolidation and review of the plans
Lead the presentation of the draft ward development plans for validation at community and county government level
Deliverables
The consultancy will result into the following
key deliverable
A ward development plan for each of the wards where ward development planning process has
been implemented
Ethical Standards and Intellectual Property
All products arising from this consultancy will be owned by the contracting partner.
The Consultant will not be allowed, without prior authorization in writing, to present any of the analytical results as his or her own or to make use of the evaluation results for private publication purposes.
Profile of the Consultant
The following qualifications are essential for the consultant to take on this assignment
The consultant shall comply with the following requirements:
A comprehensive understanding and experience of public participation and development of County Integrated Development plans
Experience in strategic communication planning for development, report writing, policy brief development and excellent facilitation skills
Experienced in facilitating development planning processes in Turkana, Isiolo, Marsabit, Garissa and Wajir counties
A thorough understanding of development challenges specific to northern Kenya and the existing intervention efforts
Proof of similar work on conducting development planning processes in Northern Kenya
Role of Mercy Corps
The Consultant, NRM advisor, Deputy Chief of Party and the Chief of Party will take the technical lead and coordination of the consultancy.
Mercy Corps will take the following responsibilities in this consultancy.
Provide the necessary documents for review
Mercy Corps will provide inputs and comments to the work plan, format for WDP report and WDP plan until its finalized
Consultancy Work Proposal Specifications
Interested consultants for this assignment must include a detailed technical proposal and completed Timeline & LOE chart (Enclosed).
The proposal should propose practical timeline, which includes all activities (prep, review of reports, and writing of ward development plan).
The technical proposal should include the following components.
Description of the assignment
Approach and methodology to be used in undertaking the assignment
Detail implementation plan
Budget (see attached)
Consultant’s CV
Previous experience of similar assignments (proves annexed)
Any other relevant information to the assignment
3 professional references (previous clients) with email and telephone contacts
