Organization Background International Justice Mission (IJM) is an international human rights organization that works to protect people in poverty by ensuring that they have proper and appropriate access to justice. IJM has been delivering ground-breaking partnerships with justice sector actors and governments globally for over 20 years, offering collaborative casework, mentoring and system reform to ensure that justice systems work for all, especially the vulnerable and marginalized.
IJM has been operating in Uganda for over 15 years and brings a deep understanding of access to justice in Uganda. Through its programming across Uganda, IJM has worked closely with survivors of intimate partner violence (IPV), sexual violence against children (SVAC), and land rights violation (LRV) to offer psycho-social, economic, educational, and healthcare support and assist them in securing access to justice. IJM also partners with JLOS, local government, cultural and religious leaders and communities partnering with Uganda Police on investigations and arrests, with Office of the Directorate of Public Prosecutions on sanctioning and prosecutions and working sustainably to build the capacity of justice service provision.
IJM is regulated by the NGO Board. It operates in partnership with JLOS under a Memorandum of Understanding signed by the Chief Justice of Uganda in 2017 with a specific focus on tackling Violence Against Women and Violence Against Children across Uganda.
Purpose:
A core element of IJM’s national work is building sustainable capacity across the justice sector. As part of this IJM develops and delivers its own training programmes as well as offering technical assistance to government on curricula and course development.
This consultancy is designed to strengthen IJM’s capacity in this area.
It is aimed building skillsets for government personnel and partners in effective investigations, prosecution and adjudication of GBV and VAC Cases in Uganda.
To this end, IJM seeks to engage a consultant to assist it in the delivery ToT programmes and in developing training curricula and Trainer of Trainers (TOT) Manual for IJM ToT programmes.
Scope of work
The Scope of work will include:
Developing a capacity building strategy for key justice sector entities including the UPF, ODPP, Judiciary (with emphasis on Magistrate-level), Ministry of Gender Probation and Social Welfare Officers and other relevant personnel, to strengthen their knowledge, attitudes, and skills to effectively investigate, prosecute, adjudicate and coordinate cases involving GBV/VAC, in line with applicable standards and in a gender-responsive, child- and victim-friendly, survivor-centered, and trauma-informed manner. This includes knowledge of the applicable laws and guidelines, case management and documentation, referral and support for survivors to accesses other essential services, and hands-on techniques and skills for effective (and gender-sensitive, trauma-informed, and child-friendly) investigation, prosecution, and adjudication, (including hands-on techniques and skills for evidence collection, preservation, and submission in court and in interviewing children).
Reviewing and developing/revising relevant training programmes and curriculums as well as identifying gaps in the relevant JLOS GBV/VAC training curriculums.
Developing the capacity of UPF, ODPP and other JLOS institutional trainer of trainers (TOT) by conducting TOTs based on the revised/developed curriculum and in line with gender-responsive, child- and victim-friendly, survivor-centered, and trauma-informed approaches.
Supporting the UPF, ODPP, Ministry of Gender and Judiciary to roll-out the trainings to target district level actors, by co-training along-side and mentoring the institutional trainers (TOTs).
Assisting IJM, in consultation with the relevant JLOS institutions in the development of a mechanism for monitoring compliance and for holding the district actors accountable to the set standards for service delivery.
As part of a broader IJM team the consultant will work closely with JLOS institutions and their relevant training bodies to understand and learn from their current TOT methodologies, if any, that are already in implementation.
Deliverables
Review of existing training curriculums and capacity building structures of the relevant JLOS institutions.
Development of a TOT Training strategy with
a mentorship plan, in liaison with IJM programs/training teams as informed by the gaps analysis report to be availed by IJM.
Assist in the Identification of TOTs for selected officers from the UPF, ODPP, Judicial Training Institute, MGLSD and Government Analytical Lab (GAL) to build internal capacity for future training, supervision, and monitoring compliance to set standards and evaluation of impact of trainings within those institutions.
Preparation of draft curricula on GBV and VACs
Conduct a TOT Curriculum Validation workshop with select JLOS training departments/TOTs
Conduct a curriculum pilot with the select TOTs and in close liaison with the institutional TOTs and IJM training staff
A revised (validated and field tested) training curriculum for police, prosecutors, probation and social welfare officers, government analysts and judicial officers on child- and survivor- centered case management, investigation and referral of GBV/VAC cases, and the implementation of GBV, VAC laws in line with international standards and national SOPs
Facilitate a TOT demonstration of the training with the select TOTs and IJM staff in a select district/region.
Compile a TOT Training report including post-training evaluation results
Assist the TOTs, with support from the IJM program/training team in rolling out the trainings with the direct JLOS actors
Duration of Service
3-4 months with possibility of extension.
Reporting
The consultant will be accountable to IJM Lead, Program Management to whom they will present the results from time to time to share the progress of activities under these TORs and certifying that the works, tasks, assignment have been satisfactorily performed.
Proposal Submission
Interested and qualified (individual or institutional) consultants are invited to submit their proposal(s) comprising the following:
An understanding of the consultancy requirements.
Methodology and work plan for performing the assignment.
Detailed reference list indicating the scope and magnitude of similar assignments.
Relevant services undertaken in the past five (5) years.
Registration and other relevant statutory documents (this applies to Institutional consultants).
Financial proposal clearly showing the budgeted cost for the work to be conducted by the consultant under the scope of work above.
Updated Curriculum Vitae for individual consultant.
Qualifications and Experience
Advanced University Degree in in Law, Criminology, Human rights, Gender studies, Development Studies, Humanities and other related field. Training as TOT from a reputable institution.
At least 5 years of prior work experience in the field of training, human rights etc. especially in legal issues
At least 3 years of documented experience in developing, delivering, facilitating/delivering interactive/participatory training sessions. Documented experience in conducting TOT.
Excellent skills in presenting complex technical information in an easily comprehensible way.
Experience of working with JLOS institutions is preferred
Extensive experience on building capacities
Demonstrated knowledge and experience with developing curricula for justice institutions including police, prosecutors and conducting trainings
Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.
Excellent written and oral communication skills in English is required.
Ability to work independently and respond to feedback in a timely and professional manner.
Excellent organizational skills, attention to detail, and ability to contribute to a team.
Demonstrated capacity to deliver in the timeframe outlined.
Fluency in written, spoken English. Knowledge of Uganda local languages would be an added advantage.
