IFRC Roving Finance Delegate Jobs in Kenya

Reporting to the CP3 Coordinator, the Finance Delegate is a financial Senior Officer with the primary responsibility to ensure sound internal control and financial management of the CP3 Coordinator preparedness fund, including the management of the funds, budget, administration, contractual matters for the CP3 programme in Africa Region.
Duties and Responsibilities
Manage the risks relating to the compliance of USAID donor requirements by ensuring all staff involved in the Programme are aware and adhere to the financial reporting procedures.
Ensure that expenditure is booked into correct budget lines and periodically generate reports that will assist programme managers monitor project expenditure and balances.
Review accounting entries to ensure expenses are earmarked to the USAID fund accordingly and take swift corrective actions where necessary;
Verify documentation to ensure compliance with USAID requirements;
Review all payments from NS and build capacity in relation to the USAID regulations;
Work in close collaboration with the NS to ensure USAID funds are spent in accordance with the USAID procedure
Prepare monthly financial management reports and issue regular updates on the programme financial performance to the attention of the preparedness Unit;
Assist the CP3 Coordinator to prepare the monthly forecast and maintain sound treasury management;
Prepare donor financial reports as per schedule, due diligence in ensuring compliance;
Participate in review meetings, planning meetings and support budget revisions if/as required;
Ensure that a rigorous internal control environment is maintained;
Support the application of IFRC finance policies, processes, and procedures;
Support the implementation of internal and external audit recommendations;
Any other finance duty as required by the Preparedness coordination
Administration:
Administrate tasks for the accommodation, per diems, vi-s as and travel arrangements for staff and Delegates and other financial payments as required.
Maintain accurate registers and ensure that accurate office systems are in place and maintained for the program
Advise and provide timely and accurate financial information to the CP3 Coordinator.
Review cash request needs for the analysis and ensure that the program has sufficient funds available to carry out its activities.
Maintain accurate registers of the assets and property of the program, and ensure that accurate office systems are in place and maintained.
Book all transaction relating
to the program into the Federation accounting System with correct Account/Activity/Donor codes
Ensure that expenditures are within approved limits.
Ensure that the transactions are performed in compliance with the financial or accounting procedures and policies of the USAID and the IFRC.
Verify that the transactions are performed respecting the donor conditions.
Build and maintain knowledge and understanding of the regional activities of the components of the International Red Cross and Red Crescent Movement.
Ensure adequate internal control in respective area of operation by:adhering to finance and accounting policies and procedures,
ensuring effective budgetary control,
providing oversight of bank and cash portfolio.
Pursuing from contractual agreements to practical implementation of the financial procedures to ensure satisfaction in terms of proper financial control
Monitoring of the items in the balance sheet to ensure all of them are reconciled, properly booked and there is no dormant balances.
Duties applicable to all staff
Actively work towards the achievement of the Federation Secretariat’s goals
Abide by and work in accordance with the Red Cross and Red Crescent principles
Perform any other work related duties and responsibilities that may be assigned by the line and technical managers
Qualifications
Relevant university degree in Business Administration/Accounting (BAC+4) Certification in accounting
Basic Delegate Training Course/IMPACT or equivalent
5 years accountancy experience in comparably sized organization (s)
3 years’ Experience with European Union or Global Fund Grant financial management
Solid experience delivering project management support
Experienced in working with others to develop and manage clear financial strategies and budgets,
Experience of writing narrative & financial reports
RC/RC experience
Knowledge, skills and languages
Advanced skills in computers (Windows, spreadsheets, word-processing and accounting packages)
Good understanding of challenges affecting West Africa in particular
Knowledge and experience of CODA and other Federation financial tools
Advanced analytical skills and able to capture learning and use it to make improvements in financial programming
