The Farmer-to-Farmer (F2F) Program promotes sustainable economic growth, food security and agricultural development worldwide.
Volunteer technical assistance from US farmers, agribusinesses, cooperatives, and universities helps developing countries improve productivity, access new markets, build local capacity, combat climate change and conserve environmental and natural resources.
The F2F Program is funded by the US Agency for International Development through the US Farm Bill to assist developing countries, middle-income countries, emerging markets, sub-Saharan African countries, and Caribbean Basin countries to increase farm production and incomes.
IESC is seeking an experienced F2F Monitoring, Evaluation and Learning (MEL) Manger for a F2F Program being implemented in Kenya and Tanzania.
The F2F MEL Manager will oversee monitoring, evaluation and learning efforts for program interventions and activities in both Kenya and Tanzania.
The MEL Manager is anticipated to oversee the work of a MEL coordinator in Tanzania and will report to the F2F Program Director at IESC HO.
The position is anticipated to be based in the F2F Program’s Kenya office and it is anticipated that the F2F MEL Manager will travel up to 25% per year.
The F2F MEL Manager in Kenya will:
Ground-truth indicator targets in collaboration with the IESC MEL Director and Country Director upon program start-up;
Develop and update the (Performance Monitoring Plan) PMP, including performance indicator reference sheets (PIRS);
Ensure the accuracy and effectiveness of calculation methodologies used in the PMP;
Establish data collection and management systems;
Manage the implementation of the PMP, which includes collecting, analyzing, and reporting on all required indicators;
Develop M&E tools such as data collection forms and excel-based database for indicator tracking;
Train program staff in the use of M&E tools and the capturing of indicator-driven data;
Nurture and maintain collaborative relationship with beneficiaries, stakeholders, and partners to facilitate information gathering and sharing;
Communicate project results to IESC staff, donors, partners and other stakeholders;
Ensure Country Directors and project staff understand their roles and responsibilities for project monitoring and evaluation including data collection, data analysis, and using data to make decisions or course corrections;
Manage
an effective verification and follow-up process to accurately measure activity effectiveness and sustainability. Ensure data quality and integrity by periodically conducting site visits and spot checks to verify data and/or investigate anomalies;
Contribute to the development of project deliverables, including annual work plans and reports;
Manage MEL contributions for all reporting and communications;
Report on IESC internal indicator data to IESC HO quarterly;
Review and adjust performance monitoring plan annually or as needed;
Assist in overseeing the MEL work of the MEL Coordinator in Tanzania;
Liaise with F2F team in Sri Lanka to support MEL management and data compilation;
Liaise with the IESC HQ MEL Director;
Lead and manage development and creation of F2F knowledge products, which will include:
Toolkits utilizing best practices and lessons learned from the project’s interventions;
Relevant and applicable international SPS standards guidelines; and,
Application of best practices from other donor-funded projects.
Review and analyze interventions and accomplishments of the project to-date to develop learning models, success stories, and other knowledge products; and,
Coordinate with F2F team at FO and HO, volunteers, consultants and stakeholders for knowledge product inputs.
Qualifications:
Degree in M&E, public policy, economics, business, international cooperation/international development or a related field required;
Five years of experience in designing and implementing M&E results; frameworks; Developing PMPs, work plans and indicators, monitoring on-going programs for USAID or other large donor organizations;
Experience in planning, managing, and creating surveys. This will also include experience with conducting data quality assessments and oversight, and developing/refining data collection tools/methods.
Experience drafting success stories and impact assessments from project anecdotal stories, as well as analytical data;
Experience working with USAID or other donor funded projects;
Ability to legally work in Kenya required;
Experience working in Tanzania preferred;
Fluency in Swahili and English required;
Ability to prioritize among multiple competing requests;
Self-starter, detail-oriented, thorough and well organized;
Excellent written and oral communication skills;
Well-developed interpersonal skills;
Proficiency in Microsoft Office; and,
Previous experience with volunteers preferred.
