IELTS Requirements

I am 22 years old and I live in Sindh province and I am Pakistani. I've just finished my Bachelor degree (16 years education) in Biochemistry from University of Sindh, Jamshoro.

My C.G.P.A is 3.87/4.00 upto B.S.(bachelor of Studies) Part-III Biochemistry. I am topper of my Institute, I want to study abroad.

But the problem is I've no IELTS or TOEFL certificate. But my University will issue me a certificate of ENGLISH LANGUAGE that describes my last 6 years of Education was completely in English, so I can communicate English easily.

Am I Eligible for scholarship? If yes, then how? and suggest me link or name of scholarship.
