The Independent Electoral and Boundaries Commission (IEBC) is an independent Constitutional Commission established under Article 88 of the Constitution of Kenya.
The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the constitution and any other elections as prescribed by an Act of Parliament.
The Independent Electoral and Boundaries Commission (IEBC) is committed to upholding national values and principles of governance as enshrined in Article 10 and the values and principles of public service in Article 232(1) and (2) of the Constitution.
These values and principles are fundamental to the mandate of IEBC in ensuring credible, transparent, free and fair elections.
The Independent Electoral and Boundaries Commission (IEBC) seeks to recruit dynamic, competent and result-oriented individuals to fill the following vacant positions:

Reporting to the Director Human Resource and Administration, the Manager Administration shall responsible on all matters pertaining to administration, security, buildings and fleet management.
Duties and Responsibilities
Supervising day-to-day operations of the administrative department and staff members;
Developing, reviewing, and improving administrative systems, policies, and procedures;
Plan and coordinate administrative procedures and systems and devise ways to streamline processes.
Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints;
Overseeing the management of service contracts and service level agreements for outsourced services falling under administration department;
Overseeing the process of acquiring new service providers related to all outsourced services falling under administration department;
Coordinate the effective management of equipment and facilities including repair and maintenance of buildings and other installations;
Develop fleet Management policies, strategies and work standards;
Coordinate the development and implementation of a fleet management system for routine transportation requirements including maintenance, repair, fueling, replacement, and disposal of vehicles;
Prepare annual budgets, periodic reports on operating costs and prepare fuel consumption, re-fuelling records, maintenance and mileage reports for weekly, monthly, quarterly and annual submission;
Direct fleet-related risk management training, such as safety and accident prevention programs, and negotiate insurance matters;
Undertake security risk assessment and undertake appropriate responses/measures to guarantee safety of staff and assets of the Commission;
Develop systems for periodic review of security management processes for compliance and provide advice on control measures;
Provide accurate and timely reporting on security
incidents and develop policies and procedures for managing them.
Qualifications and Experience
Must have a minimum of Bachelor’s degree in Social Sciences from a recognized university;
A master’s degree in Business Administration, Transport/Fleet Management, Security Management will be an added advantage;
Must have at least ten (10) years of working experience in Fleet Management and/or Security Management, five (5) of which must have been served in a senior position;
Certification in Senior Management Course (SMC) from Kenya School of Government will be an added advantage;
Must have good interpersonal and communication skills;
Experience in reporting and emergency response planning;
Must be a team player, good management and leadership skills;
Must be computer literate and possess good analytical skills;
Must be a person of undoubted integrity.
Integrity Clearance
Shortlisted applicants shall be required to avail clearances from the following institutions as they appear for interview;
Ethics and Anti-Corruption Commission (EACC);
Directorate of Criminal Investigation (DCI);
Kenya Revenue Authority (KRA);
Office of the Director of Public Prosecutions (ODPP);
Higher Education Loans Board;
Professional bodies (where applicable) to which the applicant is a member e.g. LSK, IHRM, KISM, ICPAK, AAK, IEK etc. and
Credit Reference Bureau Africa Ltd or Metropol Credit Reference Bureau.
Security Clearance
All shortlisted applicants may be subjected by the Commission to a security clearance by National Intelligence Service (NIS).
