The ConsultancyThe consultancy falls within the framework of IDLO Somalia’s engagement in the “Joint Justice Programme”.
The Judicial & Legal Expert will work in collaboration with IDLO Somalia’s Country Office staff, the Office of the Chief Justice, and other Somali justice sector stakeholders including the Ministry of Justice and Attorney General Office.
IDLO is supporting the Judiciary of Somalia to establish a Judicial Training Institute (JTI) and increase the capacity of judges in Somalia to fairly, effectively and efficiently adjudicate civil and criminal cases in line with the Somali Constitution and international human rights standards.
Under the Joint Justice Programme, IDLO will support the establishment of the Judicial Training Institute, with input from national and international stakeholders.
The incumbent will report to the IDLO Country Director and closely coordinate with the Field Program Manager and Program Coordinator.
The Consultancy will be provided over a period of 4 months from July 1, 2019 to October 31, 2019.
The incumbent will be responsible for the implementation of the following activities and deliverables:
Support the Development of a Judicial Training Institute (JTI) in Somalia:
Undertake a scoping exercise for the establishment of the JTI, including consulting government and non-governmental stakeholders and submitting a report detailing consultations undertaken and insights from stakeholders;
Leveraging on support from the Judiciary and other institutions, develop the JTI Establishment Roadmap, including sections on:
Challenges to the establishment, operationalization and growth of the JTI;
A detailed two-year growth strategy for the JTI (including building collaborations with the federal member states, peer institutions, universities and federal government institutions);
Case studies and best practices on the establishment and growth of judicial training institutes (including a comparative analysis);
A resource mobilization strategy.
Develop the Judicial Training Institute Charter (including milestones and performance indicators). This also includes:
Establishing the governance structures, human capital, physical infrastructure and the JTI’s scope of work;
incorporating advice gained from high-level stakeholder consultations
With IDLO’s support, organize a study tour for 7 senior Somalia judicial officials to visit a judicial training institute in Eastern Africa to gain insights & learn best practices on judicial professional development;
With IDLO’s support, organize a study tour for 3 officials from a judicial training institute in Eastern Africa to visit Somalia to discuss the establishment of the JTI, provide feedback
and share best practices;
Organize a high-level validation workshop for government, after the creation of the JTI Roadmap and JTI Charter.
Provide technical support and present best practice case studies, during stakeholder consultations on the JTI Charter and Roadmap;
With the guidance of the senior leadership of the judiciary, ensure that the JTI implements learning partnerships based on professional exchanges, twinning and cross-mentoring with regional and national institutions, including developing a twinning plan for the JTI and a database (including focal points and contact details) of potential partner institutions in the region.
Working with all relevant partners, ensure that the JTI provides access to Legal Resources to the Judiciary and Public by providing the leadership of the judiciary with a comprehensive list of legal resources to be procured by and used in the JTI library.
Provide technical advice to IDLO staff during the delivery period as well as attend meetings or relevant conferences/events related to the area of the consultancy if requested.
Education and Work Experience
Advanced University degree in Law;
10(or more) years’ work experience in the judicial governance;
Proven relevant experience in setting judicial training institutes especially in post-conflict states.
Proven experience in institutional reform, particularly judicial capacity-building;
Experience in institutional design (particularly in developing or post-conflict states);
Experience as a judge is highly desirable.
Language skills
Fluency in written and spoken English;
Specific Technical skills and competencies
Highly organized, with a problem-solving attitude;
Strong communication and interpersonal skills, and the ability to work in a multi-cultural environment;
Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
Keen sense of ethics, integrity and commitment to IDLO's mandate;
Good understanding of the Somali context is an asset.
