Background: The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.
In order to successfully, implement the project, IDI is looking for a competent and experienced individual to fill the positions below:
General summary:
The job holder will work closely with the MoH and implementing partners in the set-up, testing and implementation of systems improvement initiatives inclusive of Leadership Governance Accountability (LGA) and Continuous Quality Improvement (CQI). They will be responsible for facilitating synthesis and documentation of innovations and supporting MoH teams to implement interventions to scale.
The job holder will be embedded in the Directorate of Governance and Regulation. The individual will take leadership on strengthening leadership networks and Human resources for Health across the community, district, and national levels including use of hub-and spoke model to strengthen health services at regional referral and lower health facilities.
Key Responsibilities
Build institutional capacity for results at MOH, regional referral hospitals (RRH), districts and lower-level health facilities to improve leadership and governance through development of tools, guidelines, policies in addition to conducting training/orientation of key stakeholders.
Together with MOH lead the functionalization/operationalization of the Hub-and-Spoke model mechanism for RRHs in the country with main focus on maternal child health/family planning platform. Ensure that the necessary tools, guidelines, policies, regulations are available to support this process
Lead capacity building of RRHs on leadership and governance and work with RRHs to set up functional LGA & CQI structures and support CQI officers in the RRH to institutionalize and support QI in departments and catchment districts.
Participate in the roll-out and dissemination of the Comprehensive Support Supervision Guidelines, national support supervision guidelines, service standards and guidelines for the operationalization of the regional support to districts.
Engage the relevant key stakeholders to formulate the plan to improve the effectiveness of the RBF model of financing.
Lead the development of a framework to support the mandate of Hospital Boards, Health Unit Management Committees (HUMCs), Councils for increased community engagement to improve coordination and oversight of health facility finance, work plans, budgets and service delivery.
Participate in the development of Performance Monitoring Plans and work plans for the program.
Periodically (monthly, quarterly, semi-annual, and annual) prepare required program reports.
Advise the program on ways of improving performance using information obtained from the supported districts i.e., at health facility and community level.
Coordinate and liaise with the relevant Ministry of Health departments to implement key systems improvement interventions for the MoH priority areas.
Facilitate peer-to-peer learning sessions, synthesize and document emerging
success stories.
Provide technical and data analysis of HSS interventions to ensure MoH SCAPP is achieving program objectives
Monitor HSS project activities, prepare monitoring reports, identify problems and propose possible solutions along with recommendations to the MoH SMT.
Undertake such other tasks within the scope of the role as directed by management from time to time.
Person Specification
Qualifications and Experience:
Minimum of master’s degree in Public Health or a related field.
At least 5 years’ experience relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas of health governance, human resources for health management, and/or health services delivery.
Five (5) years demonstrated experience in managing and supervising health systems activities and teams.
Technical expertise in strengthening service delivery programs, training, performance and quality improvement and monitoring and evaluation.
The ability to liaise with senior MOH officials and dignitaries, district leadership,
executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community.
Demonstrated in-depth understanding of Uganda healthcare system, particularly the public and private health system.
Ability to coach, mentor and develop technical capacity in national programs and technical staff in QI
Ability to make frequent travels to different regions of the country on project work.
Strong knowledge of USAID administrative, management and reporting procedures and system.
Required Knowledge, Skills and Abilities:
Strong knowledge of health systems strengthening, data quality assurance, analysis reporting, and best practices in data dissemination and usage is required.
Knowledge of continuous quality improvement processes.
Understanding of community dynamics and management.
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with districts, implementing partners.
Strong computer literacy especially with MS Office, Word, Excel and the Internet and other data analysis packages, familiarity with basic communication technology to manage virtual meetings.
Demonstrable mentorship and facilitation skills; ability to develop and utilize QI tools and to transfer QI skills/competencies
Ability to effectively gather, interpret, and report on data obtained from a variety of sources. Ability to facilitate training workshops and meetings in a clear and concise manner to audiences with varying degrees of knowledge/ experience in the area of strategic planning, community health management, and continuous quality improvement.
Ability to operate successfully in a team environment and to work independently.
Excellent communication, interpersonal and writing skill.
