ICT Authority Deputy Director - Capacity Development Jobs in Kenya
Qualifications, Skills and Experience Required:Personal SpecificationsFor appointment to this grade, an officer must have: -
At least nine (9) years relevant work experience in Public Services or Private Sector, three (3) of which in Management
Bachelor’s degree in any of the following fields: Education, Project Planning & Management, Social Sciences, Business Management/Administration or equivalent qualification from a recognized institution
Master’s degree in any of the following fields: Education Project Planning and Management, Social Sciences, Business anagement/Administration or equivalent qualification from a recognized institution
Certificate in computer application skills from a recognized institution
Leadership Course lasting less than four (4) weeks from a recognized institution
Professional Certificate in Training from a recognized Institution
Meets the provision of Chapter Six of the Constitution
Demonstrated professional competence and managerial capability as reflected in work performance.
Competencies and Skills
Management experience in leading and developing an ICT support team
Analytical skills; able to evaluate information and situations and take sound decisions
Project management skills and ability to prioritise
Excellent organisational and analytical skills
Responsibilities:
Duties and responsibilities at this level will include: -
Training developments at Regional and International levels;
Presenting Departmental budget to the CEO/Board for further consideration; and
Coordinating Departmental resources and activities.
Developing policy
documents, curriculum for training and capacity building;
Ensuring capacity development and literacy operating plans and work plans of the strategy are implemented;
Working together with the Director, Programmes & Processes and ICT project stakeholders to develop needs-based capacity building strategies in line with Government’s Policies and Standards;
Liaising with the International Authority Foundation on Review of Training materials;
Networking with Government stakeholders and identify ICT capacity gaps, develop innovative programmes that address
the needs whilst maintaining quality and efficiency in service delivery;
Supporting engagement of Governments of Kenya Ministries, Departments & Agencies as well as other stakeholders for ICT capacity and literacy development;
Staff performance management; and
Preparation of Board Papers on ICT Capacity Development issues.
