ICRAF Viet Nam is seeking to hire a Finance Officer to assist the Office Manager. S/he will be based in Ha Noi with frequent travel to
project sitesin Viet Nam. Under the supervision of the Office Manager, the Finance Officer is expected to perform the following tasks:
Duties and Responsibilities
Financial and accounting function
Responsible for and ensure that all vouchers and financial transactions are accurately recorded in project/office
accounts in accordance with ICRAF/donor requirements;
Responsible for and ensure that all expense payments and disbursements are made according to the provisions and
conditions as stipulated by ICRAF requirements;
Prepare financial reports for the Officer Manager’s review and submit to the South East Asia Regional Office;
Maintain the financial information, finance and accounting system databases;
Assist in preparing donor financial reports and budget estimates;
Manage and follow up contractors and service providers for contract payment management and clearance;
Work with building service, service suppliers and arrange for receipt/invoice of expense to be paid.
Finance support to partners
Ensure that all vouchers and financial transactions are accurately recorded in a timely manner and in accordance
with hosted centre/donor requirements;
Ensure that all expense payments and disbursements are made according to the provisions and conditions as
stipulated by hosted centre requirements;
Prepare financial reports for the Officer Manager’s review and submit to the hosted centre;
Arrange and request imprest transfer for hosted centre projects and country office operations;
Maintain financial information, finance and accounting system databases of hosted centres;
Check and verify project financial reports submitted by partners in accordance
with ICRAF/Donor’s requirements.
Contracts management: maintain and update the list of contracts/CRA with partners/consultants/suppliers, and
coordinate with researchers in following up the contract disbursement and finalization.
Human Resource and others
Ensure compliance of contributing social security scheme and health insurance for staff, Personal Income Tax (PIT) with local authorities as regulated by Vietnam Government;
Other related tasks as assigned by the Country Coordinator or Country Administrator.
Qualifications and skills required
A Bachelor’s degree in Accounting or Financial Management. A Master’s degree would be an added advantage;
A minimum of 5 years’ experience with a research or development NGO, or international organization;
Excellent knowledge of relevant computer software and applications, in particular Excel and other MS Office packages.
Experience in using the Unit4 financial system will be an added advantage;
Strong background in financial management systems;
Good English verbal and writing skills;
Ability to work with all levels of staff in a multi-cultural, multi-layer, multi-disciplinary organization;
Experience in banking and financial services setting;
Possess a high degree of flexibility and adaptability to various situations.
Terms of offer
Initial two-year contract with a competitive salary.
The contract is subject to a two-month probation period, assessment of performance and availability of resources
