The Position
Regreening Africa is a dynamic and ambitious project, funded by the European Commission, implemented by a consortium of international research and development NGOs, in eight countries across East and West Africa.
The finance officer will be the primary point of contact for financial matters relating to the project.
This includes budgeting, grant accounting, financial reporting, project auditing, etc., while ensuring compliance to EC/EU and ICRAF rules and regulations.
This individual will provide support to the project including ICRAF component leaders,
ICRAF regional and country teams and iNGOs reporting to ICRAF, to ensure all terms and conditions of the grant are met.
The candidate will have excellent financial, analytical, grant administration and interpersonal skills.
Duties and Responsibilities
Financial Reporting and Accountability under the EC grant
Liaising with the project manager and the senior finance officer on budget preparations ensuring they are as per the grant requirements
Preparation of monthly, quarterly and annual budgets vs actual expenditures for component leaders, ICRAF countries and/or regions under the EC project for review by the project manager and the senior finance officer
Prepare and process budget data necessary for budget adjustments as approved by the project manager and senior finance officer ensuring compliance to grant agreements
Participate in budget forecasting for the life of the project, by providing technical support in development of grant budgets that comply with EC requirements
Ensure project expenditures are aligned with project activities and all budgets are approved by the project manager before charge codes are issued
Post budgets in Agresso Web (OCS) in a timely manner and as per ICRAF guidelines as well as approved budget movements
Review regional and/or country financial documents regularly to ascertain the level of internal controls in the financial process.
Contribute towards the effort of creating awareness to project implementing staff/partners on EC grant regulations through meetings and monitoring
Donor Reporting and compliance
Preparation of donor financial reports that comply with donor requirements and ensure timeliness and accuracy
Preparation of monthly, the project status, showing the up to date expenses, grant receipts, burn rates by components and countries (i.e. overspent project and underspent components) etc.
Coordinate internal and external audit by ICRAF and EC auditors and respond to internal audit reports
Ensure EC grant finance issues picked during the audit and recommendations thereof are implemented within 90 days and providing the Project Manager/Finance Manager with a quarterly report on the status.
Financial management of partners
Reviewing
and ensuring iNGOS partners are adhering to EC grant requirements including regular financial supervision of budgets and expenditures of grant recipients.
Follow up with partners to ensure timely and error free financial reporting.
Timely disbursement of funds to sub-grantees.
Prompt liquidation of sub-grantees financial reports in ICRAF’s financial system.
Undertake field visits as necessary to ensure financial reports can be linked to the programmatic reports
Thorough review of sub-grantees submitted financial reports including payment vouchers and giving feedback on performance, areas of improvement and expectations in terms of sub-grantee financial performance
Other Duties
Provide financial oversight pertaining to all EC project related expenses in procurements, onboarding of new staff, operations, travels, and any other sector, to ensure they adhere to financial requirements by ICRAF and the donor.
Take reasonable care of own occupational health and safety and that of others as obliged by ICRAF’s Safety Policy; and cooperate with ICRAF in complying with requirements under any statutory health and safety provisions of relevant Country laws.
Identify, report and take action to mitigate potential risks within own work area
Any other duties as assigned by the supervisor
Required Academic / Professional Qualifications & Experience:
Bachelor’s Degree in Finance/Accounting or related field.
CPA (K) or ACCA accredited.
Previous experience and detailed knowledge of financial managing of EU grants is mandatory.
Experience in financial management of a multi-country and multi-partner grants is mandatory.
Advanced excel and high analytical skills.
Experience with an ERP system, working knowledge of Agresso Web will be an added advantage
Working knowledge of French will be an added advantage.
Training/capacity building experience on financial aspects is preferred.
Minimum of 8 years’ experience in an NGO, financially managing an EU grant involving more than one country and more than one partner.

Ability to prioritize tasks and manage multiple activities with attention to detail and meeting tight deadlines under pressure.
Strong self-starter with initiative to identify opportunities and take appropriate action
Working Environment
Office-based at ICRAF HQ in Nairobi with some travel to the field.

(3) years, subject to a six (6) months’ probation period.
