Position SummaryThe Technical Advisor – Key and Vulnerable Populations will be responsible for providing technical guidance on services for key and vulnerable populations (KVP) being implemented under ICAP's FIKIA project in all seven implementation regions (Dar es Salaam, Pwani, Mwanza, Mara, Geita, Kagera and Kigoma). KVP include key populations (KP) of female sex workers (FSW), people who inject drugs (PWID), and men who have sex with men (MSM), as well as vulnerable populations including adolescent girls and young women (AGYW), young men, migratory populations, among others.
Under the guidance of the Director of Prevention Services, s/he will work closely with regional teams to provide technical assistance ensuring effective implementation of programs, and participate in the planning, implementation and M&E of interventions and evaluations involving KVP.
This position will also oversee the implementation of KVP specific interventions such as condom provision services, Bio-Behavioral Studies (BBS), DREAMS and pre exposure prophylaxis (PrEP).
Major Responsibilities
Provide guidance, implementation and monitoring of the designed KVP programs to achieve programmatic, financial and administrative goals and ensure project resources are utilized for the program in line with applicable ICAP and donor policies and procedures.
Contribute to planning and coordination of emerging strategies for service delivery to KVP by coordinating with relevant stakeholders from donor and GOT, providing technical guidance in the development of SOPs and submissions protocols where relevant.
Coordinate timely implementation of all major program activities according to the program objectives and deliverables, conducting relevant site visits, supporting M&E related activities to the projects, and developing reports on program progress and achievements.
Monitor and evaluate the uptake of test-and-treat strategies for cohorts of HIV positive beneficiaries and PrEP uptake for HIV negative beneficiaries, including identifying gaps and drop-offs along the cascade and working with regional teams to identify and implement strategies to minimize drop-offs and ensure adequate supplies for smooth program implementation.
Support regional teams to develop work plans and strategies to achieve 100% of the annual targets for KVP, PrEP, DREAMS, and other related indicators and closely monitor the implementation of work plans.
Ensure compliance with national and international standards and best
practices for research and program implementation and that all programs are implemented in accordance with national guidelines and policy, protocol/SOPs, good clinical practice, and ethical/regulatory requirements.
Contribute to the development of monthly, quarterly and annual reports and slide-decks to the donor and various stakeholders
Lead the documentation of program success stories and lessons learned for internal and external release/publication
Lead frequent supervision and monitoring visits to program sites and regions
Participate in national technical working group meetings
Manage and maintain an active database of peers and volunteers, reviewing weekly and monthly performance, coordinating payments and ensuring all necessary documentation is in place.
Collaborate with the M&E team to translate data outcomes into program improvement strategies, and to provide data analysis support to frequently monitor the effectiveness of interventions.
Build the capacity of the prevention team on reviewing, analyzing data and developing outputs (abstracts, manuscripts, presentations) for dissemination and participate in the development of analysis plans
Directly supervise Technical Officers supporting the KVP portfolio
Perform any other tasks assigned by the supervisor
Required Qualifications, Knowledge and Skills
Required Education
Medical degree (MD, MBBS, DDS or equivalent) or Master’s degree or higher in the following fields: Public Health, Epidemiology, Biostatics, or related discipline.
Required Experience
Minimum 5 years’ work experience in HIV prevention, care & treatment, or research with a donor-funded organization, including demonstrated experience working with key and vulnerable populations.
Preferred
Familiarity with PEPFAR-funded HIV programs
Required
Demonstrated knowledge and experience in the field of HIV/AIDS epidemiology and the provision of community-based services related to HIV prevention, testing, and care to key and vulnerable populations.
Excellent written and verbal communication skills with fluency in English required.
Strong computer skills (MS Excel, Access, Word, and PowerPoint at minimum; preferred proficiency with statistical Software such as SAS and SPSS).
Ability to provide high quality technical assistance to regional offices.
Ability to work independently with strong problem solving skills.
Flexible to work after normal working hours and on weekends with significant travel to intervention regions.
Familiar with Tanzanian context; fluency in Kiswahili preferred
