Job SummaryThe Regional Cervical Cancer Prevention and Treatment Program Advisor is responsible for the management of the Cervical Cancer Prevention and Treatment (CCP&T) activities at regional level and for contributing to overall program success through sharing lessons learned and good practice in the Region of assignment.
S/he organizes a team of volunteers to educate and mobilize communities to access cervical cancer screening and treatment services at practicing hospitals and Health Centers.
S/he organizes program activities at the region of assignment and manages resources effectively, responsibly, efficiently and honestly.
The Regional Advisor reports to the Regional Director in the region of Assignment, Program Manager, Regional Program Support (RPS) Director based in Addis Ababa.
Duties and Responsibilities
Support RHBs in the development of comprehensive plans on Cx Ca screening and management activities in alignment with FMOH
Support RHB on improving uptake of cervical cancer screening and management services
Support the introduction of new innovative technologies on Cx Ca screening and management HPV DNA testing and thermal ablation treatment at regional level
Support expansion of LEEP sites at regional level
Support establishment of center of excellence sites to act as Cx Ca screening and management and LEEP service training sites with adequate number of TOT pool at regional
Support RHB to plan, organize and execute trainings on HPV DNA testing, Thermal ablation, VIA with cryotherapy and LEEP services
Support RHBs to avail the necessary GLs, SOPS, PSTs, CEMs and M&E tools to all sites with Cx Ca screening service
Support RHB to avail medical equipment as well as accessories, and supplies to ensure continues availability of cx Ca screening service
Support RHB to improve uptake of cervical cancer screening among WLHIV by demonstrating maximum effort to screen 50% of WLHIV aged 25-49 get Cx Ca screening service in one-year time
Support RHB to ensure 90% of clients identified as VIA positive get Cryotherapy or thermal ablation on the same day by supporting the implementation of single visit approach
Support RHB to design and implement effective referral linkage of VIA positive clients not eligible for cryotherapy or Thermal ablation for LEEP service
Support RHB to conduct JSS and Review meetings on Cx Ca screening and management
Support RHB to systematically document lessons learnt on scale up of cervical cancer screening and management services especially on the introduction of new innovative technologies like HPV DNA & thermal ablation
Support and provide TA RHB Cx Ca screening and management advisors in their effort to support
regional cervical ca activities.
Assists the CCP&T Project Manager, Regional and RPS Directors in the development of annual plans budgets that will lead to appropriate implementation of CCP&T objectives and attainment of corresponding results that the organization is responsible for.
Builds extensive community outreach networks and linkages with community committees, women’s groups and community leaders to ensure that plans of CCP&T activities in the region are well understood and supported by the community.
Conducts trainings, follows up activities in the project areas and ensures full participation and sharing of responsibility of CCP&T Program in regional initiatives that have direct relations with the program objectives.
Travels to CCP&T practicing facilities in the region of assignment in regular periodicity to provide technical assistance or organize implementation of planned CCP&T activities and to monitor the progress
Assists in developing collaborative linkages with government, facility and community partners to build the system for strengthening the CCP&T program
Provides periodic activity reports on the operations in the region
Organizes visits for all teams that the CO will request
Identifies, documents and writes articles on best practices in the operating area and under the program of Pathfinder in the region, and publishes technical reviews and manuals and guidelines on project related activities as needed.
Attends relevant government and partner’s meetings to further develop collaboration and to obtain new and improved service delivery approaches, methods and ideas in the area of responsibility
Carries out all other duties as required by the immediate supervisor
Job Requirements
Qualification and Experience
MD with MPH or BSc with MPH degree and a minimum of 5 years of relevant experience with increasing levels of responsibility
Strong program management skills including developing and evaluating budgets, and implementing and monitoring similar program
Experience working with the regional health bureau
Excellent verbal, visual and written communication skills
Ability to quickly learn and synthesize technical and clinical information
Natural ability to build strategic relationships and interact with individuals of different backgrounds
Excellent organizational and problem-solving skills
Strong analytical skills and technical proficiency with MS Excel and PowerPoint
Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally
Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
