ICAP will implement Global Technical Assistance (GTA) projects to strengthen HIV prevention and treatment for key populations (KP) in Uganda. The first project will support the accelerated implementation and programmatic monitoring of the HIV test and treat (T&T) strategy for KPs. The second project will support the implementation and programmatic monitoring of pre-exposure prophylaxis (PrEP) for KPs.

Responsible for: Supporting the implementation of Global Technical Assistance (GTA) projects ‘Test and Treat for Key Populations in Uganda and ‘PrEP for Key Populations in Uganda
ICAP is seeking a Project Coordinator on a temporary consultancy basis with demonstrated skill, expertise, and experience in HIV project implementation. Under the responsibility of the Project Lead based in ICAP in New York, and working in close collaboration with the Uganda Country Representative and the local CDC office, the Project Coordinator will engage with key stakeholders in Uganda and oversee the planning, implementation, and monitoring and evaluation (M&E) of the two GTA projects.
S/he will plan and coordinate all activities with the local CDC office, Ministry of Health and other relevant partners and implement all project-related activities.
In addition, the Project Coordinator will be responsible for high-quality reporting and monitoring and evaluation of all components of the project including adherence to reporting requirements to ICAP and the funder.
Location: Based in Kampala, Uganda
Major AccountabilitiesEngage national and regional stakeholders to ensure interagency collaboration
Assure communication and collaboration between project and local stakeholders, local CDC office and ICAP. This includes supporting the development of a communication strategy for test and start and PrEP for KP while ensuring engagement of KP constituencies.
Provide overall management support for the implementation of the projects
Support the development of efficient and acceptable service delivery models for PrEP
Coordinate timely implementation of all major activities of the projects according to the objectives and timeline identified in the workplan
Support the development and implementation of project monitoring and evaluation tools
Provide technical guidance in the development of Standards Operating Procedures (SOPs) and development and submission of protocol to the local Ministry of Health Research and Ethics Committee as needed
Support the development and pre-testing of guidelines, SOPs, training materials and other implementation tools
Conduct site visits to provide oversight and technical assistance
Ensure high-quality reporting, monitoring, and evaluation of all components
Develop funder-required and internal reports on program progress, achievements and key challenges
Perform other duties and responsibilities as may be assigned
Education
Medical degree or Master’s in public health degree preferred.
Experience, Skills & Minimum Required Qualifications
5+ years’ experience working on international public health project either at the headquarters of an international or related-organizations, or in resource limited settings in the field of health service delivery systems with focus on HIV preferred
Experience designing and implementing interventions for KPs and excellent understanding of issues related to working with key populations in resource-limited settings
Excellent interpersonal, organizational, writing and verbal communication skills
Ability to establish and maintain effective working relationships with donors, and other stakeholders
Demonstrated and successful experience working in multi-cultural environments
Demonstrated and successful experience working independently and as part of a team with strong problem-solving skills
Proficient in Microsoft Office applications (e.g., Outlook, Excel, Word, etc.)
English language skills required
Experience, Skills & Preferred Qualifications
• Knowledge of USG rules and regulations preferred
• Experience with PrEP an advantage
• Previous work experience in Uganda required
Travel Requirements
Travel within Uganda (up to 20%) may be required

2. ICAP of Columbia University PHIA Project - Laboratory Manager Jobs in Uganda
In partnership with
the Ministry of Health (MOH) and the United States Centers for Disease Control and Prevention (CDC), ICAP will provide substantial technical support for Population-based HIV Impact Assessments (PHIA) in specific PEPFAR-supported countries.
Each PHIA will define the status of the national HIV epidemic, guide allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
The MOH is planning to conduct a PHIA, with substantial technical support and involvement of CDC and ICAP, to estimate the population-level impact of the national HIV prevention, care and treatment programs in Uganda.
In addition to providing important programmatic information to the MOH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.
The Laboratory Manager, PHIA Project will be responsible for overseeing the laboratory component of the PHIA within Uganda. Works closely with the in-country sub-contracted lab organization, CDC, MoH, and survey teams to ensure that laboratory samples are correctly collected, processed, and transported and that results are returned in a timely manner.
This position is grant funded.

Major Accountabilities
Assist with development of Standard Operating Procedures (SOPs) for the implementation of all lab related aspects of the PHIA Project
Hire, train and supervise a team of laboratory officers
Review the development and implementation of QA/QC procedures for point of care HIV rapid testing and PIMA CD4 point of care testing conducted by the laboratory subcontractor in the study
Review the development and implementation of QA/QC procedures for the collection, processing and storage of other study-related lab specimens by the survey subcontractor in the study including for HIV recency, HIV RNA, and HIV DNA PCR for EID
Ensure laboratory specimen data are correctly captured in the study database and assist with routine data analysis
Assist with the interpretation of laboratory results from the PHIA Project and provide feedback on ways to improve/streamline lab procedures and systems
Assist the PHIA team to develop strategies to ensure timely reporting of results to study participants
Review weekly laboratory reports provided by the laboratory subcontractor, and assist the PHIA team with preparing regular progress reports
Represent ICAP in discussions with national stakeholders and assess ways in which national capacity to process samples can be developed and strengthened
Liaise with laboratory technical staff in ICAP NY Headquarters (HQs), and CDC Uganda
Perform other related duties as directed
Education
Master’s degree in a relevant scientific field
Experience, Skills & Minimum Required Qualifications
Minimum five (5) years of experience managing a clinical or research laboratory
Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs
Demonstrated experience and knowledge of procurement procedures and equipment/supply/stock tracking and inventory
Demonstrated experience with lab-related data management systems
High level of proficiency in relevant computer applications, particularly Excel
Excellent interpersonal, management, and communication skills
Travel Requirements
May require periodic trips to partner sites, conferences and/or off site meetings within Uganda (requiring overnight stay of up to two days)
