Job Title: M&E Advisor, Database Management & Reporting

Background:

Under the guidance of the director for MED, the M&E Advisor, Database Management & Reporting - Maintained Regions will support FMOH and RHBs-M&E capacity as they assume responsibilities of providing strategic information support to facilities.

S/He will provide HIV/AIDS prevention, care and treatment services with a focus on DSD, HIV case finding, partner notification, post-exposure prophylaxis, key population services, care & treatment, adherence to retention in care, lab support, M&E and quality improvement activities.

S/He will facilitate the collection, collation and processing of HIV/AIDS related program data and timely reporting as per ICAP’s annual plan.

Major Duties and Responsibilities

Actively work with the central and regional ICAP M&E teams, and participate with regional M&E teams, and partners including CDC, FMOH and Regional Health Bureaus in the designing paper based and electronic database.

Build the capacity of FMOH, RHB and zonal M&E staff through training and mentoring on planning, data collection and reporting, data analysis, compilation and reporting

Build the capacity of FMOH, RHB on evidence driven target setting and planning to ensure that HIV related activities and indicators

Strengthen capacity of FMOH and RHB M&E teams in follow up and provision of support to zonal M&E teams through focused joint supportive supervision

Assist the FMOH and RHB M&E team

in knowledge management activities, archive reports, and document, analyze, share and archive lessons learnt

Assist the FMOH and RHB M&E teams in identifying M&E issues requiring attention and present them in national and regional review meetings

Support capacity building of ICAP RHBs and zonal staffs on M&E support to facilitate mentoring of site staff on database and reporting

Take an active role in targeted evaluation and research activities undertaken by ICAP staff

Represent ICAP-Ethiopia in different forums when assigned by the supervisor

Actively in monthly, quarterly, semi-annual and annual ICAP’s performance review meetings.

Assist in compiling monthly, quarterly, semi-annual and annual activity reports

Undertake other activities as assigned by the immediate line supervisor

Job Requirements

Required Qualifications and Experience:

MSC in computer Science, Statistics, or Information System with a minimum of 3 years experience, or BSC in Computer Science, Statistics or Information system with a minimum of 5 years experience.

M& E, of which five years should be in in database management.

Experience in development of national documents related to HIV/AIDS programs monitoring and evaluation

Experience in HIV/AIDS Management is advantageous

Excellent interpersonal and leadership skills

Proficiency in written and spoken English

Computer skills (MS Office and statistical packages)

The incumbent may be requested to spend 75% of the time on a travel
