Job SummaryUnder the guidance of the regional director, the laboratory advisor support the design and implementation of laboratory program in general and viral load specimen referral/testing, HIV-1 recency testing and the overall Quality Assurance at ICAP supported Addis Ababa City Administration (AACAHB), Amhara, Oromia, SNNPR and Gambella regions Regional Reference Laboratories (RRL) and health facilities.
Major Duties and ResponsibilitiesAs the Laboratory Advisor, the incumbent will have the following responsibilities:
Provide technical assistance at regional level to rollout lab services including Routine Viral Load Monitoring (RVLM)
Support the establishment/ strengthening of tracking system (line listing) for routine VL testing for clients that need to be tested based on the national guideline recommendations
Closely work with ICAP clinical officers, regional team and advisors to improve demand on VL testing among PLHIV on treatment in Addis Ababa.
Support health facilities to increase access to viral load testing and result utilization by improving clinic-laboratory interface and strengthening viremia clinics
Support viral load testing sites and referring health facilities to reduce backlog samples and data to improve viral load testing Turnaround Time (TAT)
Provide technical assistance to the health bureaus and Regional Referral Laboratories (RRLs) in developing/updating different guidelines, working formats, monitoring and evaluation indicators
In collaboration with ICAP head office and regional office, organize and provide/facilitate viral load and other lab trainings for health facilities on major laboratory thematic areas including specimen referral and onsite testing
Support and coordinate efforts at each high load private health facilities to ensure in the availability of uninterrupted viral load testing
Facilitate and support the revision, distribution and proper utilization of viral load demand creation tools, specimen referral SOPs, request forms, registers and different provider support tools
Provide technical support and facilitate viral load specimen referral network mapping and remapping process
Support RHBs/RRL and testing sites to ensure comprehensive specimen referral for viral load, EID, CD4, GeneXpert, MTB culture and DST
Provide technical support to RHBs/RRLs and health facilities to strengthen the rollout of HIV recency testing
Support the establishment/ strengthening of HIV recency testing quality assurance activities in close collaboration with Regional Referral Laboratories (RRLs)
Closely work with ICAP CBS officers, regional team and advisors to improve the quality of recency testing across PEPFAR supported health facilities
Support health facilities to increase access to recency testing, proper documentation and regular reporting system
Identify and support quality improvement initiatives to increase access and quality of viral load service in ICAP supported regions
Provides technical support for implementation of International/ National External Quality Assessment Scheme (IEQAS/NEQAS) and Regional External Quality Assessment Scheme (REQAS) in the regions
Provide technical support and facilitate the implementation of Point of Care (POC) RHT Continuous Quality Improvement (CQI) and certification programs
Provide technical supports to implement WHO AFRO Laboratory accreditation process
Coordinate and provide technical assistance in planning, implementation, monitoring and evaluation of viral load monitoring of CU ICAP supported private health facilities
Participate in the regional office weekly and monthly performance review meetings
Participate in health facility mentoring, joint supportive supervision with RHBs and hospital-based mentors
Follow and ensure RHBs/RRLs to conduct SIMS for respective high load health facilities
Prepare and evaluate annual work plan with targeted benchmark indicators and evaluate them daily, weekly and monthly basis
Represent ICAP-Ethiopia in different forums when assigned by the supervisor
Present and participate actively in weekly and monthly ICAP performance review meetings.
Prepare and submit daily, weekly and monthly reports
Ensure that all lab related targets are met
Perform other duties assigned by the supervisor
Job Requirements
Required qualifications and experience:
MSc degree in laboratory science related from recognized university
Minimum of 5 years work in country experience, including laboratory support to HIV program
Has TOT/ basic trainings on EID/VL testing, specimen referral, rapid HIV testing, HIV recency testing, CD4, TB diagnosis and DST, LQMS, SLMTA, and PT preparation and interpretation, etc.
Experience in teaching, mentoring, organizing and conducting related training.
Experience in mentoring and assessing WHO-AFRO SLIPTA and accreditation
Experience in development of national/ regional documents related to specimen referral, testing and laboratory accreditation process
Excellent interpersonal and coordination skills
Proficiency in written and spoken English
Computer skills (MS Office, power point, excel and statistical packages·
The incumbent may be requested to spend more than 75% of the time at health facilities
