Background

ICAP at Columbia University has received funding to provide technical assistance to Ministries of Health (MOH) and in-country implementing partners in seven sub-Saharan African countries to establish a Tracking with Recency Assays to Control the Epidemic (TRACE) program.

Each TRACE program will monitor epidemic trends, inform rapid programmatic responses at national, local and individual levels and accelerate progress towards epidemic control.

ICAP is tasked to provide technical assistance in scaling up the use of rapid recency assays at HIV testing sites and build data systems to capture recency data to characterize emerging hotspots and help target prevention interventions.

Position Summary

Reporting to the Regional Informatics Manager and working with informatics partner organizations, the Informatics Officer is responsible for supporting implementation of system solutions to capture data collected through HIV recency data capture and management systems set up for national TRACE programs.

The Officer will provide technical assistance to MOH in each TRACE country to support the collection of HIV recency data to improve HIV surveillance and response.

Major Account-abilities

  • Support assessment of program data capture/management systems used in ICAP-supported countries and adapt data systems to each country.
  • Support the implementation of the TRACE program data architecture for data capture at HIV testing sites.
  • Coordinate with informatics partner organizations to ensure country-specific requirements and functional specifications, enhancements and modifications to data systems are addressed during HIV recency surveillance and health information system application development.
  • Collaborate with MOH in each country to test and implement TRACE data systems.
  • Conduct data quality control checks under guidance of NY-based Technical Team Leads.
  • Manage inventory of electronic data collection tools and configuration of mobile device data capture applications within the tools.
  • Troubleshoot and resolve any software and connectivity issues that may arise with health information applications, data capture systems, and servers.
  • Assist with local trainings and knowledge transfer activities to build MOH capacity for rapid recency surveillance and to facilitate effective data capture.
  • Train TRACE program staff on use of data collection tools and web-based applications.
  • Provide remote and in-person technical support to MOH, ICAP country teams, and in-country implementing partners on TRACE data systems.
    Performs other related duties as directed.

    Education
  • Bachelor’s Degree in Programming, Computer Science, Information Technology, Informatics, Public Health, or related field.

    Experience, Skills & Minimum Required
    Qualifications

  • Minimum four (4) years of related experience working directly with health informatics applications, electronic capture systems, and databases from large research studies.
  • Proficiency and experience in the implementation of database management systems.
  • Demonstrated experience conducting data quality checks and producing data collection monitoring reports.
  • Demonstrated experience in using and troubleshooting electronic data collection tools, especially tablets and mobile device data capture applications.
  • Demonstrated experience conducting trainings for end-users on health informatics applications and data capture systems.
  • Knowledge and experience working with cloud-based infrastructures and data storage systems.
  • Excellent skills in critical thinking and analysis.
  • Excellent organizational and oral/written communication skills.
  • Ability to work independently and manage various tasks under tight deadlines.
  • Excellent attention to detail.
  • Fluency in English (speaking, reading, and writing).

    Experience, Skills & Preferred Qualifications
  • Master’s Degree in Programming, Computer Science, Information Technology, Informatics, Public Health, or related field with two (2) years of related experience working directly with health informatics applications, electronic capture systems, and databases from large research studies.
  • Proficiency working with data management systems in resource-limited settings.
  • Familiarity with public health tools such as DHIS2, Open Data Kit (ODK), ArcGIS, RedCAP, Power BI data visualization software, etc.
  • Knowledge and experience working in the field of HIV/AIDS.
  • Experience working in resource-limited environments, preferably in sub-Saharan Africa.
  • Fluency and proficiency in French is a strong advantage.

    Travel Requirements
  • Requires periodic international travel up to 40% of the time to TRACE project countries to troubleshoot technical data collection and systems issues.
