ICAP Human Resources for Health (HRH) Policy Advisor Jobs in South Africa
ICAP is seeking qualified and experienced applicants for the role of Human Resources for Health (HRH) Policy Advisor.
The HRH Policy Advisor will be required to collaborate with and support governmental and non-governmental stakeholders to create a policy environment supportive of the 95/95/95 HIV/AIDS and TB goals by 2030.
The HRH Policy Advisor, will support DOH in promoting a culture of HIV/AIDS policy development that is integrated into overall program decision making.
Project Title: Strengthening the Health System Capacity to Implement HIV Prevention, Care, and Treatment Services in the Republic of South Africa under PEPFAR
Project Description: In alignment with World Health Organization (WHO) health system building blocks, project activities will reflect the South African National Department of Health (DOH)’s priorities in human resources for health (HRH), service delivery, information systems, and leadership and governance for sustainable results.

Responsibilities
Assist ICAP’s Project Team to build and strengthen existing relationships and collaboration with Department of Health and Department of Education, professional associations, and health education training institutions.
Support ICAP’s Project Team to assess critical capacity gaps.
Implement a strategy that addresses DOH capacity gaps to manage rigorous, transparent, and evidence-based HIV/AIDS policy development and oversight of the HIV/AIDS policy implementation process.
Support ICAP’s Project Team to build DOH capacity to monitor adherence to, efficiency, and timeliness of the policy development and implementation process.
Make recommendations on solutions to overcome identified barriers and mitigate any identified risks to successful HIV/AIDS policy implementation;
Support implementation actions taken to improve the policy development and implementation process.
Develop and determine implementation strategies to work with regulatory bodies to address barriers to implementing HIV/AIDS policies and the scale up and maintenance of the delivery of quality HIV/AIDS services.
Support ICAP’s Project Team with the dissemination of approved policies, and the facilitation of adherence to policy adoption and implementation at provincial, district, and facility levels.
Support ICAP’s Project Team to develop and support DOH implementation of a system and process to review the adherence, effectiveness, and timeliness of policy
implementation across multiple levels.
Engage with external medical education experts, and assist ICAP to lead and maintain academic partnerships within SA.
Facilitate regular communication with stakeholders throughout target and standard setting development to ensure that they contribute to government policies.
Convene workshops with key stakeholders to gather stakeholder input and endorsement for policy recommendation, revision and development.
Complete other HRH policy related assignments as requested.
Education
Masters Degree related to health sector policy analysis and development, MPH, MPA or equivalent required. Experience in evidence-based HRH policy, or HIV/AIDS health systems research highly advantageous.
Experience, Skills and Minimum Qualifications
Minimum of ten years experience working in HR with at least five years working at a national level in the strategic management of HRH.
Technical expertise and working knowledge of SA health sector preferably within the public health arena.
Evidence of previous curricula development.
Proven track record of technical input in the area of HR Information Systems and integration into other systems e.g. performance and payroll, advantageous.
Proven ability to lead diverse multidisciplinary teams across multiple stakeholders e.g. NGOs, government and other stakeholders.
Proven capacity in building and managing a diverse team of technical and support staff.
Advanced knowledge of electronic HRH information systems and deployment of database systems for HR monitoring essential.
Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferable.
Excellent verbal and written communication skills required.
English essential with the ability to converse in a local language(s) preferable.
Travel Requirements
Periodic travel throughout the region to support project planning and implementation.
