Job DescriptionThe overall objective provides practical, timely support, advice and direction to CIPs’ staff and managers on the full life cycle of HR activities. HR Officer will have the overall responsibility of HR functions including Recruitment and selection, new employee orientation, handle front-line employee inquiries.
Major Accountabilities:
Maintain Human Resources systems and procedures across all offices and sites, with particular emphasis on ensuring compliance with Ethiopian labor law
Maintain both hard copy and electronic files of personnel records
Ensure that local hire personnel issues and needs are met according to local labor law and ICAP policy
Ensure all contracts, terms & conditions, job descriptions for local hire staff are issued and are in compliance with the local laws
Provide support and guidance on HR issues as required
Ensure the personnel policy is understood by staff members
Provide performance management advice to staff and management.
Assist supervisors and staff with understanding and using the performance evaluation system.
Maintain personnel records electronically and provide payroll information to Finance;
Listen to grievances and implement disciplinary procedures;
Identify upcoming vacancies in coordination with Head and Regional offices.
Prepare vacancy announcements, review applications, and provide a short-list to those offices.
Arrange and conduct interviews to select candidates.
Prepare minutes of selection and all other supporting documents and get them signed by the Selection Committee members.
Make sure that all formalities are completed for newly recruited staff. These include: reference checking, collecting copies of credentials, completing bio data forms, opening personnel file, and prepare hire letters.
Ensure that all formalities are fulfilled for terminated staff. These may include getting exit interviews conducted, and completing clearance.
Maintain staff lists with contact addresses and email to all staff.
Update the HRM
system on a real time basis.
Provide all information required for payroll preparation.
Ensure that all employment terms & conditions for local hire staff are in compliance with ICAP’s SOPs and the Local Hire Manual.
Review recommendations on the selection of candidates by various offices.
Prepare job offers for successful candidates.
Monitor and evaluate recruitment and placement related activities of and recommend changes or corrections related to procedures in these offices.
Design, plan, monitor, and provide induction orientation and briefing to new staff members.
Perform other related tasks as assigned by the immediate supervisor.
Job Requirements
BA Degree in Management or in HR related fields of study from an accredited institution with 5 years’ experience.
Sound knowledge of Ethiopian Labor Proclamation in force
Knowledge of modern business communication, including style and format of letters, memoranda, minutes, and reports.
Skill to use a personal computer and various software packages.
Ability to establish priorities, work independently, and proceed with objectives without supervision.
Ability to handle and resolve recurring problems.
Ability to establish and maintain effective working relationships with subordinates associates, other department directors, and managers, and external bodies.
Ability to perform multiple tasks simultaneously
Proficiency in written and spoken English
