Job DescriptionICAP Ethiopia is seeking a Program Manager, Cervical Cancer screening and management, to play a pivotal role in ICAP’s support to the Ministry of Health in the Cervical Cancer program.
The Program Manager will have cross-cutting responsibilities in program management, interfacing directly with internal and external stakeholders and coordinating execution of the country work plan.
S/he will take a leading role in ensuring that all deliverables are met, collecting and synthesizing information.
S/he will be expected to rapidly learn key technical content and understand the technical resources available to the program, and then serve as an internal resource for support in reaching the program’s goals.
The Program Manager must be a highly motivated individual with the passion and commitment to achieving the program’s ambitious goals for the cervical cancer program in Ethiopia.
Major Duties and Responsibilities
Coordinate the overall program and work with country and program leadership to support strategy development and implementation for the cervical cancer program.
Develop and maintain close links with Federal Ministry of Health, Regional Health Bureaus and other partners and actively participate in FMOH cervical cancer technical working group meetings
Develop, refine, and execute robust project management plans, ensuring that country-specific work plans are executed, and monitored as planned.
Oversee the planning, implementation, monitoring and evaluation of Cervical screening and control/PMTCT at Regional Health Bureaus and health facilities,
Support the FMOH in the development and revision of national cervical screening and control guidelines, training curriculum, job aides and M&E tools,
Provide technical assistance to the emerging RHBs in developing/updating/ customizing different provider support tools and client education materials and ensure the distribution and utilization.
Support introduction and scale up of new innovative technologies: HPV DNA testing for cervical cancer screening, thermal ablation of treatment clients with precancerous lesions,
Strengthen referral system of advanced cervical cancer cases for LEEP and surgical management
Support the FMOH in the provision of national cervical screening and control TOT.
Support program, operations, collaborating closely with cross-functional ICAP teams, such as, program department, Lab, training and finance units
Work with the ICAP global team to develop country specific tools to
support costing of scale-up plans, concept note development and project proposal writing to support program activities
Establish center of excellence sites (CoE) for CCP training and LEEP services.
Support the implementation, monitoring and evaluation of CCP, programs of ICAP supported health facilities
Support in building capacity to benchmark and scale-up best CCP practices
Lead the preparation of all performance reports (monthly, quarterly, semiannual and annual) in keeping with the funder’s requirements
Lead and manage all project capacity building activities in the RHBs and for health care workers at the implementing facilities
Monitor project performances against the agreed milestone and ensure the project monitoring system is in place and functioning effectively
Lead the development and implementation of quarterly work plans and budgets and make sure that the project is implemented smoothly
Document and share project best experiences, lesson learnt and success stories
Liaise closely with technical partners in government to monitor and evaluate interventions against set objectives and targets
Play a lead role in developing program reports and other deliverables, including compelling text and graphics.
Compile reports on key milestones, identifying project risks and helping develop solutions.
Undertake other related activities as directed by the immediate supervisor.
Job Requirements
MD plus Gynecologist Specialty or BSc in Nursing or HO Plus Master’s Degree in Public Health
A minimum of 5 years of relevant experience with increasing levels of responsibility
Strong program management skills, including developing and evaluating budgets, and implementing and monitoring projects
Experience working within the Ministry of Health or RHBs
Excellent verbal, visual and written communication skills
Strong analytical skills and technical proficiency with MS Excel and PowerPoint
Ability to quickly learn and synthesize technical and clinical information
Ability to build strategic relationships and interact with individuals with different backgrounds
Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
Excellent organizational and problem-solving skills
Ability to multi-task and to be effective in high-pressure situations
Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
