Chief of Party, Strengthening Quality of Malaria Diagnosis and Treatment in EthiopiaThe Chief of Party (CoP) is responsible for the overall strategic leadership and direction of the USAID–funded project ‘Strengthening Quality of Malaria Diagnosis and Treatment in Ethiopia in Ethiopia’.
The CoP will work closely with the ICAP in Ethiopia Leadership Team, including the Country Director, Finance and Administration team and the Monitoring, Evaluation and Learning (MEL) Specialist provide strategic vision, management guidance and oversight.
Key responsibilities include leading the initiatives to
1.) Strengthen partnerships and coordination at national and regional levels
2.) Strengthen and scale up quality assurance systems for malaria diagnosis and treatment
3.) make minor infrastructures improvements and increase human resource capacity for malaria diagnosis and case management 4.) enhance program learning and operational research to impact policy and programming related to malaria case management. The CoP will also develop program work plans and budgets and communicating with the USAID and ICAP in New York regarding program progress.
Major accountability:
Provide leadership in the development, implementation, and management of the ICAP program strategies in line with USAID strategies in the context of the country plans.
Lead the development and execution of the overall project strategy, work plan, and achievement of expected project results including operational researches
Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill USAID and ICAP’s requirements.
Overseeing all technical assistance and administrative support activities under the program
Ensuring the timely, complete and accurate submission of all performance reports and responses to donor requests on performance, success stories, challenges and financial information of the program.
Ensuring compliance with all donor-related, ICAP, and program-specific policies.
Liaising with donor personnel, and project team to support program implementation.
Build local capacity for sustainable malaria diagnosis and treatment programs in Ethiopia.
Coordinate strategic planning with the Government of Ethiopia and other
key stakeholders to meet malaria-related needs in Ethiopia
Supervise program staff to ensure effective program delivery.
Supervise administrative staff to ensure efficient office function and support for programs and program sites.
Ensure clear communication with USAID and the New York ICAP office.
Oversee program planning, monitoring and evaluation, and ensure that measurable outcomes are attained.
Plan and manage program budgets.
Conduct supervision and monitoring visits
Prepare regular reports on program activities for USAID and the New York ICAP office.
Communicate regularly with MOH and National partners.
Represent ICAP in meetings with government officials, USAID, and partner organizations.
Perform other duties as assigned
Education
MD with Master’s degree in public health/epidemiology
Minimum experience, Skills, And Qualifications:
Strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of 10 years’ experience in managing health projects including proven experience in leading malaria diagnosis and case management projects
Senior-level experience in designing, implementing, and managing malaria-related projects in developing countries.
A proven record of excellent management, leadership, decision-making, and interpersonal skills.
Significant experience leading capacity-building initiatives and diagnostic and case management system strengthening.
Demonstrated ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U.S. Government Agencies.
Good understanding of the Ethiopian health system and USAID principles and guidelines
Have reasonable experience in health system strengthening and quality of care improvement.
Experience living or working in a developing country; previous experience working in Ethiopia preferred.
Experience working in collaboration with local government partners.
Experience leading on malaria diagnosis and case management related operational researches preferred
Demonstrated experience managing USAID, CDC or other donor-financed projects and strong familiarity and command of USAID, regulations and compliance.
Fluent English oral and written communication skills; ability to interact professionally in English.
Fluency in Amharic preferred.
