Job Description

The Project Manager will be in charge of managing the implementing a project which is called “Leave No Girl Behind’-BiruhTesfa for All, in Ethiopia that will provide migrant girls with disabilities new skills and opportunities to help them re-enter school, improve their literary and numeracy, and prepare for future employment.

The projects will be implemented in consortium with Population Council (PC) and Plan International.

Main Responsibilities

Manage a project

  • Identify and design the project and the strategies with the project team, the coordinator, and in collaboration with the partners.
  • Propose any contractualzing procedures necessary for the project’s implementation.
  • Determine the methodology to be used in the project.
  • Plan the different stages, tasks involved in realizing the project and draw up a project action plan.
  • Direct the implementation of the project and project monitoring procedures.
  • Write the activity reports related to the project.
  • Manage the project’s financial, logistical and material resources.
  • Co-ordinate between all the project’s internal and external interfaces.
  • Communicate on the project’s activities with all of the partners.
  • Prepare the evaluation phases and implement any recommendations resulting from the evaluations carried out.
  • Provide all the information necessary for and participate in the process of drawing up the pluri-annual strategies and/or the budget estimates for the sector or the program.

    Manage project’s financial, logistical and material resources

  • Manage financial resources of project in accordance with the budget frame set and guidelines of public donors concerned
  • Draw budget of the project; decide on budget, expenditures and follow-up; follow-up budget; analyze variations, anticipate evolution and propose budget adjustment
    Manage logistics and materials resources in compliance with HI’s internal and donor’s regulations

    Direct the project team

  • Draw up the job profiles, participate in the recruitment process and validate recruitment.
  • Set individual objectives and draw up individual action plans (IAP) for each team member.
  • If necessary, train the team in any methods, approaches or technical aspects useful to the implementation of the project.
  • Assess team members on the basis of the individual objectives.
  • Plan, prepare and chair team meetings.
  • Assure effective communication within the team.

    Responsible for implementing the safeguarding policies at project level

  • Prepare work plans and monitoring tools for safeguarding (child protection, PSEA) activities.
  • Be a member of the safeguarding group and actively participate according to the group’s terms of reference including regular liaison with committees at monthly and ad hoc meetings
  • Ensures that the project team is aware of the safeguarding policies and facilitate trainings to build their capacity in this regard
  • Ensure that the safeguarding policies are implemented at all levels in the project
  • Ensure that project beneficiaries are aware of these policies and promote to report any concern regarding child protection or PSEA
  • Monitor and document the progress of child protection and PSEA activities.
  • Report immediately any concern, incident to the PD concerning child protection and PSEA
  • Submit reports to the Safeguarding group and assist in other periodic and annual reports as needed
  • Provide feedback on any
    challenges faced to implement these policies.
  • Assure the project’s technical framework

  • Direct the technical framework established according to sectorial strategy validated by the Technical Advisor and the sector or program’s general strategy.
  • Direct the project’s quality approach in terms of realization and impact. Identify any technical or documentary resources or additional skills for guaranteeing the quality of the project.
  • Collect and formalize the tools and methods developed within the project framework.

    Represent the association within his/her skills field

  • Represent and defend project policy at national and international level (seminars in the country, region), and with funding bodies.
  • Coordinate the project implementation with the lead organization (PC)

    Reporting

  • In close collaboration with the M & E Officer, develop a monitoring and evaluation plan for the project
  • In close collaboration with the MEO, put in place the data collection tools at field level in order to monitor the project implementation
  • Compile and submit monthly and quarterly reports (including final one) to the MEO and Coordinator as per the requirements of signatories of the project.
  • Prepare and submit monthly time sheet and cash forecast.
  • Contribute towards the capitalization of experience

  • Identify with the Coordinator/TA, which issues or subject areas should be capitalized on,
  • Define a capitalization method with the Coordinator/TA
  • Collect the necessary data using criteria and indicators previously established by the project manager and validated by the Coordinator/TA
  • Participate in analysing the data with the Coordinator/TA
  • Communicate the result to the project partners.
  • In charge of transversal capitalization, based on several of the association’s projects.

    Job Requirements

  • BA Degree in Education Management or Special Needs Education or Education related field or Social Science or Management from recognized University. MA Degree is a plus.

  • Have experience of minimum of 3 years as a Project Manager.

  • Minimum of 3 years practical experience in project management

  • Experience of working with multicultural and/or multi-disciplinary teams

  • Experience in implementing projects in consortium

  • Experience in running development projects

  • Experience in the field of disability inclusion

  • Past experience of DFID funded project implementation is a plus.
