Job Purpose

Test Development Officers will be responsible for the Test Development process.

Job Specifications:

The main duties and responsibilities will include but not be limited to:

Implementing test development policies, strategies and plans;

Supervising the test development framework;

Designing evaluation modules;

Supervising panel meetings;

Designing and reviewing criteria for recruitment of setters, markers, moderators and invigilators;

Coordinating proof reading and quality checks;

Evaluating the quality of items;

Ensuring security and confidentiality of all examination materials and processes;

Maintaining safe custody of examination materials;

Ensuring that valid and reliable evaluation procedures are integrated into the curriculum; and

Preparing examinations development budget, procurement plan;

Person Specifications

For appointment to this grade, an officer must have: -

Served in the grade of a Senior Test Development Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of ten (10) years, four (4) years of which must be at a management level;

Bachelor’s degree in Education or equivalent qualification from a recognized institution;

Master’s degree

in any of the following disciplines: Education, Human Resource, Business Administration or equivalent qualification from a recognized institution;

Post graduate Diploma in Human Resource management;

Certified Human Resource Professional (CHRP)is an added advantage;

Management Course lasting not less than four (4) weeks from a recognized institution;

Member of Institute of IHRM or any other relevant professional body of good standing;

Proficiency in computer applications;

Fulfilled the requirements of Chapter Six of the Constitution;

Demonstrated professional competence and managerial skills as reflected in work performance and results.
