Background:HORIZONT3000 is the Austrian Organization for Development Cooperation.
The organization specializes in the assistance, coordination and monitoring of projects and programmes as well as in the provision of technical expertise in countries of the global south. HORIZONT3000 assists over 150 projects (through funding and experts) in 14 countries in Africa, Latin America and Oceania.
Thematically, HORIZONT3000 focuses on two sectors: Civil Society and Human Rights Capacity Building as well as Rural Development and Natural Resources Management with Gender equality as a cross-cutting issue.
HORIZONT3000 interventions target the most vulnerable population groups, such as smallholder farmers, marginalized women, children and youth, human rights groups as well as indigenous populations. Through its presence in the regional and country offices, HORIZONT3000 cooperates and engages through an open and constructive dialogue with local partner organizations and beneficiaries guaranteeing a participatory approach and ensuring relevance and sustainability.
Policy Dialogue East Africa Program:Policy Dialogue East Africa is one of the HORIZONT3000 East Africa projects working with 15 partners from Uganda, Kenya and Tanzania respectively and the goal of the project is to; Enhance CSOs’ Effectiveness in Policy Dialogue and in the long term, realize an inclusive, responsive, representative and effective policies that reflects the aspirations and will of the community affected by a particular policy problem across levels.
The following objectives contribute towards achieving the above goalCapacity of CSOs strengthened to effectively engage in part or all stages of Policy dialogue
Organizations have institutionalized and streamlined Policy Dialogue in their work.
Organizations supported on gender equality and women’s empowerment policy issues
Increase partners’ participation in network and sharing of experiences
Best practices and learnings in Policy Dialogue are captured and shared.
Strengthen HORIZONT3000 staff capacity on Human Rights Based Approach to gender responsive policy dialogue engagements
In order to deliver on the project outputs, HORIZONT3000 is seeking to recruit a suitably qualified, self- motivated and hardworking person for the position of Project Manager Policy Dialogue East Africa.
Purpose of the position
Overall coordination and implementation as well as partner communication of all project activities according to the project description of the project “P-23-357 Policy Dialogue East Africa
Reports to:
Programmes Manager COF – HORIZONT3000 East Africa and receives technical assistance from the Programmes Coordinator based in Vienna.
Location
Kampala, Uganda; Travel required: Kenya & Tanzania
Key Outputs:
Partners’ policy advocacy capacity assessment done
Identification of
potential projects and partners.
Project progress in policy dialogue uptake monitored
Capacity gaps regarding advocacy improvement identified and closed.
Implemented advocacy capacity building activities reported.
Project partners’ policy dialogue actions (proposals, fund requests and accountability) followed through.
Project Narrative & Financial reports made
Key Tasks:
Overall coordination and implementation as well as partner communication of all project activities according to the project description of the project “P-23-357 Policy Dialogue East Africa”
Undertake periodic partners’ policy advocacy capacity assessment and develop measures to address capacity gaps together with partners.
Monitor and document project progress in policy dialogue uptake.
Provide follow up guidance to project partners (both Framework and others) with policy dialogue component
Review project partners’ policy dialogue action proposal, fund requests and accountability.
Coordinate and organize Policy Dialogue capacity building activities for partners and the ROEA.
Compile and draft the semi-annual and annual policy dialogue capacity strengthening project narrative and financial reports
Document and report on advocacy capacity building activities implemented.
Assist in identification of potential project partners for the policy dialogue programme.
Provide follow-up guidance and support to partners’ advocacy initiatives
Responsible for developing and drafting project proposals for policy dialogue
Other duties related to this position assigned by the Regional Director.
Job Specification:
Academic Qualifications
Bachelor Degree in Public Administration, Humanities or social sciences
Masters Degree in Development studies an added advantage
Experience
5 years’ experience in the management of development projects or programmes
3 years’ experience in policy Dialogue or advocacy work
Rights Based Projects/Program Development & Management
Evidence based Policy Dialogue and Research
Working with participatory Tools
Capacity Building & Institutional Development
Project events organization and coordination
