Position Summary:

HIAS seeks to recruit a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to maintain and refine MEAL systems at HIAS Kenya. The MEAL Coordinator will maintain and refine systems to monitor and evaluate the effectiveness, strategic alignment, cost and overall impact of HIAS’ refugee assistance programs in Kenya as well as generate knowledge for learning and entrench accountability mechanisms in the organization processes.

S/he coordinates ensure that HIAS Kenya is aligned to organization-wide monitoring and evaluation policies, systems, and tools for evidence generation in the region. S/he is responsible for information collection, analysis, and reporting processes across HIAS Kenya, and works with all program staff to ensure data quality. S/he supports the results reporting for HIAS Kenya, measuring program performance and deliverables.

Essential Functions:

Monitoring and Evaluation

  • Develop an integrated monitoring and evaluation system for new and ongoing programs to track their implementation.

  • Develop project monitoring plan (PMP) of the projects in line with project logical framework in close consultation with programme team and partners.

  • Support in the development and review of technical proposals for donor funding projects.

  • Lead and support the implementation of HIAS global M&E Guidelines

  • Ensure the establishment, continued improvement of key MEAL standards, processes, and monitoring systems/tools.

  • Coordinates with all program staff to collect, aggregate, and verify programmatic data, and ensure robust, standardized data collection and analysis for the Country office.

  • Lead in evaluation activities, including TOR development, evaluator recruitment, and in-country oversight of external evaluation timelines and deliverables.

  • Maintains awareness of best practices and policies for M&E and assists in training programmatic staff in these practices as needed.

  • Work collaboratively with program staff, and finance staff to ensure all grants are on track and establish interventions to ensure compliance with donor guidelines.

  • In collaboration with other donor requirements, review the organization’s existing approaches and advice on any required changes, support, and resources.

  • Undertake regular visits to the field to support implementation of project objectives and to identify milestones and challenges where adaptations might be needed.

  • Coordinate and guide the design of internal and external periodic surveys and evaluations (KAP, needs assessments, rapid assessments, baseline and endline survey, post-Distribution, etc.).

  • Coordinate internal and external surveys and lead/support data review and analysis, with a strong emphasis on learning.

  • Identify, elaborate plans for and lead opportunities for action research and impact evaluations.

    Data Management and Results Reporting

  • Tracks, analyze, and regularly reports on program indicators, progress against targets, program successes, and lessons learned.

  • Support managers and projects’ focal people in reviewing donor reports to ensure high quality reports are submitted on time for all grants/programs.

  • Performs basic and intermediate quantitative analysis, including descriptive statistics, developing baseline assessments, and tracking progress against baselines.

  • Develops charts, graphs, infographics, and other visualizations for program activities and accomplishments; aggregates reporting at the country office level.

  • Conducts data checks to ensure data quality related to analysis and research.

  • Support the project team in the reporting function of the internal CMS as well as ensuring
    data quality in the system.

  • Organize and coordinate project review meetings.

  • Review programs’ reports on a monthly basis.

  • Ensure lessons learnd and recommendations from all assessments conducted and other interventions are addressed and implemented with proper documentation.

  • Maintain a centralized data management system that enhances accurate data capturing of all projects as well as easy retrieval, extraction and analysis for project teams and management.

  • Establish an inventory of reliable secondary data sources of key statistics to contribute to project design and M&E.

  • Lead annual progress reporting/beneficiary counting and support internal and external reporting

    Accountability to Affected Populations

  • Serves as accountability to affected populations (AAP) lead within country office.

  • Establishes and maintains beneficiary feedback mechanisms; supports accountable response to all beneficiary feedback.

  • Ensures that feedback mechanisms are inclusive, accessible, and appropriate for the beneficiary population.

  • Train program and country office staff on best practices for AAP

    Learning

  • Set up a system for collecting and sharing lessons learnt within and across projects and site offices. Ensure lessons learnt meetings are conducted at the end of projects (appropriate to length, scale, and complexity) to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or program.

  • Consolidate and document lessons learnt, ensure that it’s included in all new project development and annual planning processes.

  • Ensure the elaboration of success stories through the Most Significant Change technique.

  • Build the capacity of both staff and partners in monitoring and evaluation of programmes to ensure that systematic and effective monitoring occurs.

  • Build staff capacity on M&E plans and tools and ensure the plans and tools are adhered to.

    Qualifications & Requirements:

  • A master’s degree in either, Project Planning and Management, Monitoring and Evaluation, Humanitarian law or a social science

  • A Degree in Monitoring and Evaluation

  • At least 5 years’ experience in extensive monitoring and evaluation of projects related to social sciences, humanitarian and human rights or development work

  • Experience in developing data collection tools and training of staff in effective use of those tools.

  • Experience in proposal development and project implementation

  • Experience in working for a NGO that deals with refugees will be an added advantage

  • Ability to work well in a team

  • Excellent interpersonal and communication skills

  • Demonstrated skills in data collection, data analysis, documentation, data interpretation, and reporting

  • Extensive knowledge in computer applications

  • Knowledge in computer-based data analysis applications and/or computer-based project management applications

  • Impressive analytical and writing skills

  • Knowledge of Accountability to Affected Populations.

  • Knowledge of PSEA.
