Purpose of the JobTo lead effective MEAL activities of Hilfswerk der Evangelischen Kirchen Schweiz (HEKS) in Ethiopia through development of MEAL tools, timely data collection and analysis for learning, data storage, and quality reporting in line with impact and sustainability requirements of the community, government, donors and other relevant stakeholders.
The MEAL Officer will report to the Programme Manager and closely work with HEKS technical team, project staff and partners
Contract
Contract on a 22-month basis, with possibility for extension depending on availability of funding and performance.
Key Responsibilities
To ensure that organizational MEAL systems and strategies are properly followed in project development and implementation phases;
To assist HEKS in designing and conducting need assessments and data collection;
To ensure appropriate project monitoring tools are developed in collaboration with other HEKS staff and put in place for effective use considering organizational strategies / plans and guidelines on MEAL;
To ensure project activities at field level are timely and regularly monitored for intended performances
To ensure that staff capacity at different levels is developed for effective monitoring and evaluation of projects;
To ensure that vulnerable groups of the community are included in project monitoring and evaluation processes in a meaningful manner;
To ensure relevant information is collected and monthly, quarterly, bi-annual and annual reports are developed and shared with relevant stakeholders;
To facilitate project evaluations by HEKS or other service providers;
To establish, manage and strengthen accountability to beneficiaries which includes capacity building to staff and partners on this matter;
To establish and manage complaint mechanisms and feedback loops between involving beneficiaries, HEKS and, where needed, local authorities;
To ensure that all data and information generated in the process of project implementation are recorded and systematically filed for future reference;
To ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders;
To undertake other assignments and assignments given by the Program Manager.
Job Requirements
Education/Qualifications
Essential
BA/BSc in Economics, Social Science or related fields
Experience
Essentials
Five years of relevant
experience in MEAL, preferably with International NGOs
Experience of leading, supporting, inspiring and coaching team
Experience in field level participatory need assessment, data collection strategy and methodology development for M&E purpose
Experience in team motivation and generating results
Experience of using qualitative and quantitative statistical packages or software for data analysis and interpretation
Experience of organizing and conducting trainings and workshops at different levels
Strong understanding of Social Development and gender issues
Experience of generating information and effective reporting systems

Experience in project proposal writing
Experience in working across cultures and theme

Ability to understand and use effective systems for project monitoring, evaluation, accountability and learning
Ability to establish credibility and maintain supportive relationships with project staff, beneficiary community, donors, government and other stakeholder
Strong communication and listening skills
Ability for information generation, situation analysis and timely dissemination
Strong reporting skills
Understanding of financial requirements of projects and ability to prepare and manage budgets
Very good command of written and spoken English and Amharic
Very good verbal and written presentation skills
Very good level of IT skills and computer literacy
Desirables
Networking ability to participate at policy level engagements with local government and other development partners
Ability to speak any local language of Ethiopia, in addition to Amharic
