    Function

  • The Monitoring, Evaluation and Learning (MELs) Officer will oversee the planning, monitoring and evaluation of the Women Economic Empowerment Project to ensure high-quality, effective and efficient implementation of the project, with positive impacts leading to results and project sustainability.

  • S/he will also ensure timely and good-quality reporting in compliance with donor requirements including smooth coordination with the Project Coordinator, Program Manager, District Farmer Associations and farmer cooperative in relation to planning, monitoring and evaluation.

  • The MELs Officer will promote good quality M&E providing a basis for decision making on necessary amendments and improvements; promoting accountability for resource use and documenting best practices, providing feedback on and disseminating lessons learned from all Project Coordinators to produce best practices reports.

  • The MELs Officer will work with communities to collectively bring about Social, Human, Economic, Infrastructural, Financial, and Environmental changes and generally improved livelihoods.

    Responsibilities & Deliverables

    Develop, manage, and maintain a database for project development, resource distribution, beneficiaries, and impact project work (45%)

  • Collect and aggregate data and maintain a good recording system on the performance of farmer cooperatives/Associations for inclusion in reports and databases.

  • Analyze and discuss/report emerging issues from progress and evaluation reports and coordinate the development, and monitor the follow-up of, action plans for the recommendations.

  • Develop the overall framework and calendar (M&E guidelines and procedures), for project M&E activities.

  • Promote results-based approach to monitoring and evaluation, emphasizing results and impacts.

  • Coordinate the preparation of all project reports.

  • Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission.

  • Undertake regular visits to the field to support the implementation of M&E and to identify where adaptations might be needed.

    Deliverable

  • A functional M&E system in place

    Monitoring Learning and Evaluation (30%)

  • Conduct regular visits to project sites to provide relevant, clear, high-quality, and timely onsite technical support and mentoring.

  • Facilitate the generation of quarterly, biannual and annual reports.

  • Support annual projects Self-Assessment exercise for the project team.

  • Review the quality of data collected to ensure it is in line with set M&E standards

  • Document and package best practices and lessons learned.

  • Facilitate the use of the MELs plan package with GIs alongside donor and project
    specific indicators

    Deliverable

  • Conducted peer/exchange, Monitoring, and Control visits periodically.

  • Written and submitted high-quality narrative reports periodically to both the donor and Heifer.

  • Collected, Vetted and submitted high-quality data for annual, stewardship, & Board reports.

    Capacity Development of farmer organizations, Cooperative members, community members to continuously set, achieve and sustain their own development goals (20%)

  • Build the capacity of partners (SHGs/Producer, District Farmers’ Association, CFs, CAVEs, Cooperatives/Associations, public and private sectors) in consultation with the Program Manager, on all aspects of Social Capital Development, Governance, agricultural value chain management, Climate-Smart Agricultural/Conservation Agriculture activities including services, technologies, MIS, marketing channels.

  • Design, track and review the implementation of enterprise development, and farmers preparedness to receive project resources/assets.

  • Train Cooperatives or Producer Groups on Planning, Governance, and Management.

    Deliverable

  • Improved capacities of local structures (both new & existing) organizational leadership

  • Improved social cohesion and dynamism among community members

  • Well-equipped farmers and partners with regular access to good quality risk management equipment/tools and services

  • Organized exchange/peer learning visits every semester.

  • Established, functional and dynamic cooperatives or Producer Groups.

  • Established and functional network of Producer Groups and Cooperative.

  • Improved knowledge and skills among key project stakeholders.

    May perform other job-related duties as assigned (5%)

    Minimum Requirements

  • Bachelor’s degree in Agriculture, Natural Resource, Development Studies plus at least five (5) years’ experience of rural development work.

    Preferred Requirements

  • Bachelor of Science Degree in Agricultural Science/Social and Community Development Studies, Agricultural Economics, Natural Resource, Development Studies and any related science from recognized institutions plus five (5) years’ experience of rural development work.

    Most Critical Proficiencies

  • Good analytical skills.

  • Excellent communication and interpersonal skills.

  • Demonstrated ability to implement a logical framework approach or other strategic planning approaches.

  • Demonstrated ability of facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information analysis and report writing

  • A good understanding and sensitivity to issues associated with poverty, hunger and environment, and knowledge of the context to which non-profit organizations operate.

  • The computer is proficient in word processing, spreadsheets, presentation tools, electronic mail software.

  • Strong organizational skills.

  • Demonstrated written and oral fluency in English.

    Licensed driver

  • Fluent in English and Chewa/Nyanja.
