Harvesting for Preventing Violent Extremism Programming



The Global Community Engagement and Resilience Fund (GCERF) has launched the Proposals for Outcome Harvesting for Preventing Violent Extremism (PVE) Programming to increase the capacity of the GCERF staff as well as its grantees in measuring program outcomes.

Objectives

  • Given the complex programming OCERF's grantees conduct In conflict-sensitive settings, GCERF would like to commission a service provider over the duration of 2 yeas to develop and conduct training workshops and manuals on Outcome Harvesting foe IsCVE, In order to increase the capacity of the GCERF staff as well as its grantees in measuring program outcomes.

  • The service provider is expected to deliver two training workshops for the GCERF staff, eight workshops for the GCERF grantees (principal recipients), draft one manual on Outcome Harvesting for P/CVE over 2 years, and organise a global virtual symposium for GCERF, its grantees and a wider audience.

    Work to be performed and Deliverables

  • The Outcome Harvesting for P/CVE project is structured into two phases: (i) Training (12 months); and (ii) Application (12 months). All the training workshops and manuals need to be delivered in English and French by the service provider. The service provider is expected to provide the following deliverables:

    1st phase: Training (12 months)

  • Deliverable A:1 In-person Training of Trainers for the GCERF Performance & Impact (M&E) staff (2022) - (5-8 people) This training would provide on in-depth understanding of the Outcome Harvesting methodology and will capacitate them to directly conduct Outcome Harvesting os well as train others on Outcome Harvesting

  • Deliverable B: 1 in-person Training for the GCERF Portfolio Management Unit (Programming) Staff (2022) - (30 people) This training on Outcome Harvesting would include the basic concepts and a simulation of how to apply it in practice.

  • Deliverable C: Drafting a manual on Outcome Harvesting tailored to PCVE, with a step-by-step process described. This product will be turned Into a publication (November/December 2022) This manual should include sample of tools that could be used to conduct outcome harvesting

  • Deliverable D: Building a training presentation material based on the manual (November/December 2022)

  • Deliverable E: Conducting 11 in-depth how-to workshops for GCERF grantees an how to incorporate Outcome Harvesting in their M&E, covering GCERF partner countries (January to June 2023). These workshops would be conducted in person in the relevant countries, or virtually depending of the budget proposed. Workshops audience will vary from 8 to 25 people.

    2nd phase: Application (12 months)

  • Deliverable Organise a Global virtual Symposium with GCERF staff, OCERP's grantees
    and domain experts on their experience of using Outcome Harvesting in their projects (second half of 2023). The symposium ideally should last between one to two days.

  • Deliverable: Review collection of short papers based on the presentations drafted by the speakers of the Symposium with would then be published as a collection of working papers on Outcome Harvesting (first half of 2024)

    Geographic Focus

  • Geographic locations to be considered GCERF's partner countries: Albania, Bangladesh, Bosnia and Herzegovina, Burkina Faso, Kenya, Kosovo, Mali, Mauritania, Niger, Nigeria, North Macedonia, the Philippines, Somalia, Sri Lanka, and Tunisia. In some cases, the in-person workshops are expected to be regional - bringing grantees from different countries of the same region.

    Competencies

    Bidders should have the following competencies:

  • Significant knowledge of M&E and P/CVE;

  • Specialization in outcome harvesting is mandatory;

  • Experience in developing training material;

  • Experience in conducting training workShOpS;

  • Full working knowledge at English and French;

  • Experience conducting outcome harvesting in the context of P/CVE Is preferred;

  • Experience of working in OCERF partner countries is preferred;

  • Availability to start the work as soon as the contract Is signed.

    Bidders are required to have prior experience on P/CVE and outcome harvesting evaluation approach in order to apply.
