St. Paul Millennium Medical College, Addis Ababa, Ethiopia

St. Paul's Hospital Millennium Medical College (SPHMMC) was established through a decree of the council of ministers in 2010 although the hospital was set up in 1968 and the medical education began in 2007.

It is governed by a board under the federal ministry of health and the college initiated Ethiopia’s first integrated modular and hybrid problem-based curriculum for its undergraduate medical education, and is currently expanding to various postgraduate programs.

Apart from provision of medical education and health care services, the college has been engaged in undertaking different research activities, competing for grant opportunities, and running multifaceted institutional and nationwide projects. SHMMC collaborates closely with Harvard University on several maternal and child health projects.

In order to accomplish its planned activities, St. Paul's Hospital Millennium Medical College is looking for competent and diligent person to support the financial and administrative activities of the SPMMC-HU partnership.

Supervisor: Program Manager

Summary of Responsibilities:

Working with and reporting to the program manager, and coordinate with the college senior finance and administration officer, the Program assistant will be responsible for all financial, procurement, property administration, and human resources activities within the office and for technically supporting the SPMMC-HU collaboration program manager.

This includes handling all financial and procurement transactions within the office, preparing, verifying, consolidating and subsequently submitting the office financial reports to the funder, assisting the program manager in office budget preparation and target setting, monitoring office budgets, advising the office team in implementing operational and human resources policies and procedures, recording and posting of financial data; maintaining and controlling projects vehicles and all other assets management.

Specific responsibilities:

Financial Activities:

  • Properly codes and records program expenditure, expenses and any other related transactions in the books of accounts
  • Receives payment requests, checks supporting documents and coding for completeness and proper authorization.
  • Follows-up and ensure working advances at the Field Offices are liquidated timely
  • Perform clearance of long outstanding advances and stock variances
  • Prepare and submit other regular or on request financial reports, as per the reporting requirements of the program, government agencies and other project funders.
  • Keeps up to date and orderly controlling records of receipts and issuance of goods,
  • Make sure monthly payments are made timely and properly,
  • Advise program team on financial policies and procedures as well as procurement rules and regulations
  • Ensure
    that all financial and procurement transactions at the offices are conducted per the EFDR government financial policies and procedures and procurement regulations as well as following donor compliance requirements
  • Undertakes any other related duties that may be assigned to him/her

    Administrative activities:

  • Prepare weekly team meeting agendas and take meeting notes,
  • Ensure the proper implementation of Human Resources Policy Manual and the Labour Code of Ethiopia in office.
  • Prepare Human Resources planning to ensure sustainable supply of the right personnel
  • Organize orientation programs and introduce new entrants with the programs vision, values , working culture, policies and procedures for office
  • Ensure the timely renewal/termination of staff contracts and Liaise with all units in the Office to ensure proper follow up on HR issues.
  • Prepare annual leave plan and ensure that all team members have submitted their leave plan each year and follow up the implementation of the plan accordingly.
  • Update and maintain all records of team members leave, in their personal files and ensure that leave is taken as per the plan of the organization and reported to the Program managers.
  • Update and keep files of team members’ history and prepare monthly HR statistical report and liaise the report with program managers.
  • Assist the Human Resources unit and the Area Office in handling disciplinary issues of office staffs;
  • Assist in assessment of team members satisfaction survey periodically;
  • Participate in Human Resources Policy and Procedure manual preparation, updating and other related issues
  • Assist in coordinating regular performance management programs of the organization
  • Assist in administering team members’ entitlements, allowances, benefits, and incentives
  • Maintain personnel records at area level.
  • Prepare periodic reports on Human Resources related activities.
  • Maintain office supplies and inventories
  • Perform any other relevant duties as required by immediate supervisor.
  • Revisions may be made to the above job responsibilities

    Job Requirements

    Education and Experience

  • First degree in Accounting, Finance or Business Administration and other related fields and Minimum of 5 Years and above of relevant experience as Administration/ Finance and HR Officer or equivalent combination of experience in Finance, Accounting, Administration, and Human Resources Management and Facilities Management Background .
  • Experience in government offices is preferable

    Competencies /Knowledge, Ability and Skills

  • Computer Literate with proven skill in Microsoft office
  • Salary will be negotiable and competitive in line with areas of expertise and years of relevant experience. The assignment period for selected candidates will be one year, renewable depending on availability of fund, the needs of the project and performance of the selected candidate.
