Job Context:
HI leads the implementation of the project Promoting Access to Quality Inclusive Education in Protective Learning Environments in Kakuma, Dadaab Refugee Camps and Kalobeyei Reception Center that will run for 24 months.
Under the supervision of the Project Manager, the Technical Officer - Inclusive Education will use her/his contextual understanding and technical and practical expertise to contribute to the quality project implementation. The position will work closely with the project team (HI and consortium partners), HI’s technical team (inclusive education and protection specialists) and stakeholders.
The project has 4 results area: access, quality, protection and crisis modifier. Across all results areas and related activities, the Technical Officer - Inclusive Education will coordinate with the consortium partners, draft/harmonize technical approaches and materials, support capacity building of the consortium and partner staff on disability and inclusive education, support quality activity implementation, and contribute to quality reporting, data analysis and lesson learning.
The role will ensure the project alignment with the national policies and commitments, i.e. the Sector Policy for Leaners and Trainees with Disabilities (MOE, 2018) and the Convention on the Rights of Persons with Disabilities ratified by Kenya in 2008.
The roll will use her/his person skills to work closely with project colleagues, beneficiaries, and partners such as schools, Refugee Led Organizations, religious groups, education and protection partners in camps, fostering ownership and sustainability. The role may involve managerial responsibilities in supervising project officers and community staff.
Your Mission:
Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeterProvides appropriate technical guidance and support to PM and the project team. Technical area includes (but not limited to) inclusive education concepts, curriculums and practices, teachers’ continuous professional development, comprehensive child development, disability data, and school accessibility.
Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements proactively.
Adapts project documentation as required in accordance with global technical norms and standards
Contributes to the regular reporting of the technical activities within and related to the project (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
Ensures coordination and collaboration with the consortium partners and technical partners in the responsible camp as delegated by the specialists or PM.
Provides technical learning from projects
Collects the elements necessary for capitalization or scientific documentation exercises, by regularly reviewing and sharing contextual changes that affect the project quality implementation.
Contributes to technical learning under the responsibility of the specialist or PM, based on good practice. Especially the roll will be responsible to produce 1 human story per month, 1 technical case study every 2 months, and 1 project update every 3 months, for the responsible location.
Contributes to review of the terms of reference for data collection, assessment and evaluations
Implements recommendations for improving the technical quality of projects
Contributes to capacity building of
the project
Contributes to recruitment and induction of project support staff at the field level
Contributes to or leads the necessary technical training, mentoring, coaching and constructive feedback in his or her field
Contributes to the skills upgrading plan for professionals in their sector
Can contribute to the development of a local talent pool related to inclusive education and disability inclusion (e.g. identify local talents and makes recommendations, identifies training needs)
Contributes to ensuring HI's technical influence within its perimeter
Contributes to the influence of HI's expertise: Attend the monthly Education Technical Working Group meetings and can represent HI's technical expertise in relevant local networks and with local partners and share the reports from the meeting within 3 days after the meeting
Educational background and experience
Bachelor's degree in education (Inclusive Education or Special Needs Education). A Masters degree would be an added advantage.
Minimum 3 years of proven experience in implementing/ supporting Inclusive Education projects.
Teaching experiences in inclusive mainstream schools, or special schools.
Professional Competencies
Knowledge of the different schools of thought and models explaining disability and is familiar with the application of certain tools.
Knowledge of the international frameworks and technical issues of inclusive education.
Knowledge of networks of actors and professionals inherent to the disability and education sectors (and inclusive education more specifically)
Experience in humanitarian settings and adjacent host community settings
Communicates in a clear, concise and responsible manner with respect for the interlocutor (adult or child); adapts his/her mode of communication and message, particularly in the context of intercultural communication, and at a distance.
Identifies problems and activates solutions; knows how to raise problems
Can accompany and motivate a person/group.
