Job Content

After a referendum following 50 years of conflict with the North, South Sudan became officially independent in July 2011.

From then, the country has engaged in a long period of construction, expected to last for the next 50 years.

This period has been violently stopped since December 2013 with an internal political and ethnic conflict creating massive displacement of populations inside and outside the country.

And lastly in July 2016, a new outbreak of violence broke out and caused a wave of displacements.

The country is now facing, added to violent clashes and wars, a major economic crisis driving it to a close collapse.

The authorities are struggling to insure basic funding of these services with major corruption and bad governance.

The country is highly dependent on external supplies of goods and services as well as the intervention and support of the humanitarian sector.

Given the difficulties and complexity of aid delivery and despite multiple efforts, humanitarian assistance often fails to reach the most vulnerable people whom, due to their loss of autonomy and also the lack of visibility tend to be invisible in emergency response systems.

Because of inadequate accessibility (physical, attitudinal) or inappropriate assistance, they are often deprived from relief access, safe location/ adequate shelter, water and sanitation and other services.

The context in South Sudan is characterized by a contiguum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency.

HI present since 2006 has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.

At July 2018, the program includes

An emergency component with

  • Protection program in Juba PoC and Urban juba camps, psychosocial support and targeted assistance to persons with specific needs
  • An emergency flying team providing MHPSS, rehabilitation, and inclusion services across the country
  • A new MHPSS and inclusion project in Yei, Juba, Torit, and Yambio
  • A long-term component with a Victim Assistance project based in Juba and Yei county including rehabilitation and livelihood activities

    Your Mission:
  • This project is collaboration with the DFID Humanitarian and Resilience Program in South Sudan (HARISS) and the Evidence for Learning Facility for South Sudan (ELFSS).
  • The aim of the HARISS program is to provide life-saving support to the men, women, and children of South Sudan and enable them to cope with the onset of new shocks.
  • The
    aim of the ELFSS project is to ensure the proper collection, monitoring, and use of data for better program implementation.
  • These two programs work side-by-side to ensure that quality programming reaches those that need it the most.
  • The HI project will ensure that the most vulnerable individuals are able to access and benefit from these services.

    This position will have overall responsibility for delivering MHPSS tools and training that will ensure the quality of the MHPSS aspect of the HARISS project.

    Under the responsibility of the Project Manager and in close cooperation with the MHPSS Technical Advisor, the HI team and Inclusion technical advisors, the MHPSS Trainer will be in charge of:

  • Technical support to the project (35%)
  • Capacity Building & needs analysis of HI staff and partners (35%)
  • Support Lessons learnt & Research Implementation (10%)
  • Coordination, Networking & Reporting (20%)

    This position is largely field based with regular supportive supervision of activities, training and mentoring in the three field locations of Yei, Yambio and Torit.

    Characteristics of the Position:

    Security

  • While the intensity of conflict may have reduced recently, and clashes have been contained to certain hotspots the threat to violence still exists.
  • Beyond enhancing security risk mitigation measures, humanitarians will continue to pursue greater community sensitization and acceptance, situational awareness, and negotiations with relevant authorities and actors.

    Accessibility

  • Juba is the capital of South Sudan, and accessible by commercial flights and by road.
  • Road movement is generally unadvisable, due to general security situation and poor road conditions.
  • Internal flights connect Juba with major cities and key sites across the country for development and humanitarian activities.
  • The rainy season severely limits movement from May/June to September/October.

    Accommodation

  • The office and the guesthouse are in one compound in Juba in the centre of Town. The accommodation in Juba is simple but comfortable.
  • Each staff has his/her own self-contained room with Air Conditioner and bathroom.
  • City Power is non-existent, but a generator is running 24 hrs a day.
  • Juba offers some facilities as bars, restaurants, gym and swimming pools available according to curfew time.

  • You hold a Master Degree in Psychology
  • You have at least 3 years’ experience in working with NGOs and civil society in development and emergency interventions.
  • You have previous experience in supporting Mental Health and Psychosocial Support Community Based activities
  • You have proven ability in mobilizing community networks, awareness raising and advocacy
  • You have experience in participatory approach to work with community based organizations and local artists
  • You have excellent reporting capacity skills
  • You are patient, flexible and diplomat
  • You are able to manage stress and you demonstrate good interpersonal skills
