In 2016, THET was awarded a grant from Comic Relief to support the Tanzanian Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) to train and roll out the first formal cadre of paid Community Health Workers (CHWs) under the current Building National Training Capacity to Implement the Community Based Health Programme Strategic Plan (2015 – 2020).


For the last three years, we have implemented a multi-level approach: supporting the capacity development of ten health training institutes and system strengthening at the district and regional level. We have advocated for and supported policy development at the national level and its implementation at regional and district level.

Through our presence in MoHCDGEC taskforces and technical working groups we have supported curriculum development, recruitment and retention, development of supervision tools and planning and budgeting of CHWs.

This has resulted in the training of over 1300 formal community health workers, the capacity development of 174 district and health managers on community-based health programmes, and development of policy guidelines including the scheme of service and the review of the CHW curriculum to harmonise it to the needs of communities.

The purpose of this assignment is to increase the evidence base on the role and value of CHWs in addressing the health needs of communities and contributing to universal health coverage.


Responsibilities


  • Baseline report.
  • Mapping of current CHW interventions in Tanzania.
  • Detailed report with recommendations for scaling up CHWs in Tanzania, quality improvement tools and methodologies (training packages) for strengthening the quality of services to be
    offered by CHWs.


    Requirements


  • The consultant must possess either of the following; master’s degree in Public Health (MPH, Community Development, Epidemiology, Health System Management or any other related field). A PhD is preferred.
  • 5+ Years of experience conducting assessments and evaluations, and in the area of community health, in Africa preferably in Tanzania.
  • Experience of supporting CHWs to improve the quality of their work
    Broad understanding of health systems in Tanzania is required, understanding of current policies and strategies specifically related to community based health programme is required.
  • Experience and knowledge of working with a range of stakeholders such as Ministry of Health, PO-RALG, Civil Society Organizations, INGOs and donors in low resource setting is required.
  • Fluent in spoken and written English and Swahili
  • Ability to write concise and high-quality reports.
  • Able to meet tight deadlines.
  • Willingness to travel and spend time in the Lake zones regions and other parts of Tanzania.
  • The consultant will be responsible for preparation and timely submission of the deliverable to THET Tanzania Country Director.
  • Liaising with representatives of the district, regional, zonal and national government.
  • Working with representatives of the donor and development community.
  • Based in the Lake Zone of Tanzania with travel to some parts of Tanzania.
