Grants for On-going PhD Program

My question is, are there any sponsors, organisations or institutions that are more flexible and can come in to assist enrolled students regardless of where one is studying so long as it is a credible institution?

There are such scholarships but the problem is that they are not many. I know for example that DAAD would readily sponsor you in Germany or any African country.

The same applies to Dan David Scholarships and several other scholarships on the website.
