Job Summary & Key Priorities:

  • Grameen Foundation USA (Grameen) is a global nonprofit that works to enable the poor, especially women, to create a world without hunger and poverty through digital financial services, digital agriculture, and womens economic empowerment interventions.

  • Grameen is implementing the 2022-2025 USAID Uganda Uthabiti program in collaboration with lead partner Save the Children, and several other consortium partners, in three refugee settlements and host communities in Lamwo and Isingiro Districts.

  • Uthabiti works to support the development of diverse and resilient livelihoods for youth and women from refugee and host communities in Isingiro and Lamwo districts through market systems strengthening, access to finance, off-farm value chain development, and renewable energy activities.

  • As an access to finance partner on the project, Grameen will be responsible for implementing market systems interventions that support local financial service providers, fintechs and mobile network operators to sustainably expand their services and deliver financial products that meet the needs of refugees; digitizing savings groups and linking them to formal financial services; and expanding digital financial services (DFS) agent networks in underserved communities.

  • Grameen will also be responsible for delivering financial education and supportive services that prepare refugees, especially women and youth, to access financial services for business growth and household resilience.

  • Grameen is seeking a Program Area Coordinator-Southwestern Uganda to coordinate the implementation of its activities in Nakivale Refugee Settlement, Oruchinga Refugee Settlement, and surrounding host communities in Isingiro District.

    Position Overview:

  • The Program Officer-Southwestern Uganda will be responsible for managing the implementation of all Grameen Foundation activities in southwestern Uganda. This includes working closely with Grameen country office staff and regional teams, the Uthabiti Southwestern regional team, and local partners to ensure timely implementation of program activities and achievement of program targets; providing training, technical assistance and support supervision to local partner staff and community agents; and collecting and analyzing monitoring, evaluation and learning data to identify ways to continuously improve program services to beneficiaries

    Specific Responsibilities

  • Specific responsibilities of the Program Officer include:

    Workplanning and Coordination

  • Working closely with local partners to develop monthly and quarterly workplans to guide the completion of project activities, based on targets provided by the Program Director.

  • Developing monthly field budgets to reflect the resources needed to support project activities.

  • Working closely with Uthabiti Southwestern regional staff and local partners to ensure the timely implementation of planned activities

    Training and Technical Assistance

  • Using Grameen training guides to train local partner staff and community agents in the Southwestern region on project financial education, digital financial literacy and agent network activities.

  • Making regular support supervision visits to local partners, community agents and community groups to verify the achievement of performance targets and high-quality implementation of project activities.

  • Developing a support supervision schedule to
    guide the completion of supervision activities.

    Monitoring, Evaluation and Learning

  • Actively participating in project learning, assessment and design activities to ensure that project activities are tailored to the needs, constraints and preferences of people in project communities.

  • Identifying challenges to project implementation early and working with Grameen and Uthabiti staff to resolve them before they become an issue.

  • Working with local partner staff and community agents to ensure the timely collection of project monitoring, evaluation and learning data.

  • Analyzing program monitoring, evaluation and learning data to assess project progress.

  • Submitting brief monthly and quarterly reports describing progress against planned activities, challenges, lessons learned and successes.

  • Occasionally taking pictures, completing interviews and/or making videos to document special success stories and client testimonials.

    Qualifications and Requirements:

    The successful candidate will have the following qualifications:

  • Bachelor’s Degree in Development Studies, Economic, Finance, Social Work, Business or related discipline

  • At least 5 years’ experience implementing community-based development or market systems programs in rural communities, and at least one year of experience managing development projects at the area or regional level.

  • At least 5 years of experience implementing financial inclusion programs for rural, last-mile communities and a deep understanding of the challenges, needs and situations of rural households related to financial services.

  • At least 5 years of Experience implementing programs in refugee settlements and/or understanding of the lived experiences of refugees is a plus.

  • Proven Expertise in Village Savings and Loan Association/savings group methodology, digital financial services, agent network management, and/or microfinance fields. Experience in more than one of these fields is a strong plus.

  • Excellent planning and organization skills, including previous experience developing workplans and budgets.

  • Strong training and facilitation skills.

  • Fluent in English is a Must, Runyakitara and/or Kiswahili. Fluency in both Runyakitara and Kiswahili is a plus but not required.

  • Strong written and verbal communications skills
