GOAL has been working in Sudan since 1985. Initially GOAL’s activities in southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions.
GOAL South Sudan currently operates programmes in Warrap State, Upper Nile State, and the Abyei Administrative Area.
GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
General Description of the Role
The Programmes Coordinator (PC) will be responsible for ensuring effective coordination of the country programme teams at the country head office and field level, and externally. The PC will ensure that individual projects and country-level sectoral programmes improve their coordination in terms of planning, implementation, monitoring and evaluation.
The PC will also be responsible for ensuring that GOAL is properly engaged in interagency coordination and representation, through participation in the UN Cluster system and all other relevant coordination and information sharing forums.
The PC will be responsible for ensuring and supporting the field programme managers in analysis of the trends in local programme results alongside broader macro level analysis. This will allow creation of field-specific programme summaries showing GOAL’s field level achievement, and drive the ongoing integration initiative within GOAL South Sudan’s programme to build cohesive teams that approach humanitarian and development programming from an integrated perspective.
The PC will work directly with field programme managers to drive the integration agenda, attending technical meetings with the field programme managers; this will assist PC to ensure that programme integration is fully understood and consistently implemented by field managers across all field sites, thereby improving the quality of GOAL’s programme design and implementation.
The PC will also work in close coordination with
the South Sudan Technical Coordinators (Health, Nutrition, Community Health, Food Security and Livelihoods, and MEAL) to ensure a coordinated approach to integration at country level, to improve the quality of project management, reporting and coordination.
Key duties
Working closely with the Sector Coordinators and Field Programme managers under the guidance of the Assistant Country Director for Programmes, lead program development process across all sectors at field level
Strengthen and build the capacity of the field and Juba teams for continuous programme development, ensuring that they remain flexible, responsive to humanitarian needs, and competitive in the current changeable donor environment.
Provide guidance on issues of program development and quality assurance
Work closely with Monitoring, Evaluation, Accountability and Learning (MEAL) and Field programme teams to ensure that quality assessments are undertaken and used to inform program development
Work with Sector Coordinators including to develop and implement monitoring tools which can be used to track performance and inform improvements to program quality
Actively input into the development of GOAL programme design and subsequent proposal development
Strengthen the capacity of field staff to develop case studies, trends analysis and success stories for GOAL and donors
Actively participate in annual programme planning through all its stages: stakeholder consultations, focus group discussions, key informant interviews, cross sectoral planning sessions and the programme planning meetings
Responsible for ensuring the quality of all donor proposals and reporting submission
Line manage Programme Support Officers
Provide high quality donor liaison where required by CD and ACDP
Requirements
Essential
Post-graduate degree in International Development, International Relations, relevant social sciences or equivalent demonstrable experience working with Non-Governmental Organisations.
Minimum of 3 years’ experience in the humanitarian/development field
Demonstrated understanding of project design, management and implementation processes
Proven experience in program development/donor relations
Desirable
Experience in program management
Experience in South Sudan
Knowledge of Arabic desirable
