GOAL is an international humanitarian agency established in 1977 and currently operational in 14 countries world-wide. GOAL has an annual budget of approximately EUR150 million and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.

The Emergency Systems Director – Surge (ESD-S) is part of GOAL’s Emergency Response Unit (ERU) led by the Head of the Emergency Response. The ERU provides overall leadership and guidance to increase GOAL’s capacity to respond to rapid onset disasters and support with the ongoing complex emergencies and fragile settings.

Job Overview

The ESD-S primary function is to provide systems support to GOAL’s emergency programming and surge capacity to crisis responses in new and existing GOAL country programmes. The Systems department comprises Logistics, Finance, Procurement, Facilities management, HR, Administration, IT and Security.

The ECD-Surge may also function as Country/Response director in the initial stages (up to 6 Months) of an emergency response. This role will also provide Systems Director cover in non-emergency GOAL countries as requested for up to 3 months. This position is deployable to emergency responses on short notice (24-72 hours, for up to 3 months). The post holder is expected to travel up to 70% of their working time.

Duties and Responsibilities

Emergency response support to existing GOAL country programs and new country entry

  • Establish the response/new country office emergency systems (Logistics, Procurement, HR, Administration (incl. facilities and security in conjunction with the Regional Security Advisors) and IT, developing the strategy and establishing the team, systems, processes, facilities, supplies, and relationships required to undertake its responsibilities within the response.

  • Manage Logistics, HR, Administration, Finance (incl. facilities and security) and IT to facilitate support for emergency response programmes in line with GOAL policies and good practice.

  • Consider risk management in all aspects of the supply chain and operation, putting mitigations in place and raising risk awareness to stakeholders.

  • Work closely with HQ and in country GOAL Procurement & logistics & non-logistics staff, including training, to ensure proper understanding of logistics challenges and requirements.

  • Responsible for operationalising the securit plan ARepresent GOAL and the country program as appropriate to external stakeholders

    Roving gap fill During Non-emergency Deployments:

  • Assist the Country Director and the Country Program with related Systems functions

  • Gap fill as required for vacant senior managerial positions within GOAL’s existing humanitarian and emergency programmes including CD

  • Other tasks as defined by the Head of ERU and Humanitarian Director

    Represent GOAL With External Stakeholders

  • Act in an advisory capacity to support systems and personnel development as required.

  • Contribute towards building the capacity of the Surge Emergency Team (SET).

    Behaviours:

    Requirements (Person Specification)

  • 5+ years’ experience in a humanitarian systems role and 2+ years at a management level.

  • Bachelor’s Degree or Graduate Diploma in relevant subject (e.g. business, Supply Chain Management, Project Management, Logistics) or equivalent

  • Excellent knowledge of best practice in emergency response, strategic and operational planning, coordination, and control methodologies

  • Experience in building strong collaborative partnerships with internal and external (international organisations, UN organisations, corporate, government and military) stakeholders.

  • Experience working in and leading teams in chaotic, challenging, austere, insecure / high threat and unstable and extreme temperate environments for up to 3 months at a time.

  • Experience formulating policy and writing business process and manuals.

  • Experience leading and managing procurement teams with a monthly procurement plan value of USD $1-10 million.

  • Knowledge and or experience in Pharmaceutical Supply Chain, CivMil (Civilian Military Coordination) Liaison and Military Logistics and Expeditionary Logistics

  • Excellent working knowledge of contract terms and conditions across Humanitarian and
    commercial sectors.

    Essential:

  • 5-9 years' experience overseas experience in implementing humanitarian programmes, with at least five years’ experience in the field leading major humanitarian response actions.

  • Ability and willingness to deploy within 72 hours and for a maximum of 6 months

  • Notable experience of deploying in response to sudden onset emergencies, including in a programme lead role.

  • Experience in developing security protocols and in contingency planning.

  • Excellent verbal and written communication skills and high attention to detail.

    Desirable:

  • Experience working with complaints and response mechanism and in relation to stakeholder information.

  • Have virtual team management experience: able to work effectively at different times of the day across worldwide time zones.

  • Experience overseeing the integration of technology solutions into humanitarian operations or similar.

  • French, Spanish or other language skills.
