About the Role

GOAL is currently seeking to hire a Deputy Team Leader (Integrated & Sustainable Production for Inclusive Resilient Economies (INSPIRE) Deputy Programme Director) to join our Uganda team on an anticipated 5 years resilient and inclusive economic development programme funded by the Embassy of the Kingdom of Netherlands in Kampala. GOAL and its consortium partner, Wageningen Environmental Research (WENR) are inviting interested and qualified applicants to apply for this exiting role. This position is contingent upon funding.

The objective of the programme is to build climate resilient and more productive farming systems and livelihoods, with environmentally sustainable and commercially viable practices, as such sustainably increasing productivity and income of 200,000 smallholder farming households (SHF) in Busoga and Lango regions.

If you have extensive experience in leading a complex programme and delivery of results and a good understanding of programme risk management, finance, value for money, monitoring, engagement, and learning, then this role is perfect for you.

To be successful in this role, you will need:

Essential Criteria

li>Master’s degree in Agri-business, Development Economics, Agricultural economics, Enterprise development or relevant field.

li>At least 10 years of relevant experience in agriculture sector, food security, livelihoods at management level.

li>Experience as Deputy Chief of Party or Deputy Program Director of an agriculture programme.

li>Proven ability to lead technical teams and develop innovative and effective approaches.

li>Demonstrated experience in all aspects of project management, networking, external representation.

li>Experience in leading complex programme and delivery of results and a good understanding of programme risk management, finance and value for money.

li>Strong people management and agile leadership skills are required.

li>Exemplary communication, organization, prioritization and negotiating skills.

li>Demonstrable relationship management and partnerships skills.

li>Commendable report writing skills.

Desirable Criteria

li>Experience working in the East African region.

li>Familiarity with project management methodologies, including experience with adaptive management and continuous improvement.

li>Experience with results-based management, including defining, tracking and reporting on program outcomes.

li>Proficiency in Excel and other MS office suit applications.

The Key Responsibilities of the Role will be:

Programme Management

li>Lead and support the technical development of the vision and strategy of the INSPIRE programme’s portfolio of interventions.

li>Support the Team Leader in providing strategic leadership to the full program team to attain program goal and objectives through the private sector and civil society partners engagement and implementation.

li>Guide and lead a team of component leads in
development of multiple private sector Actors (PSA) partnerships and engagement based on the GOAL Private Sector Engagement and On-granting Toolkit processes.

li>Technical Lead on grant and programme management ensuring the project is implemented on Scope and on Target, On Budget and On Time by adhering to finance and systems compliance ensuring appropriate risk management, value for money, monitoring and evaluation, and learning.

li>Ensure all EKN regulations and guidelines are always adhered to across the programme.

li>Ensure that all work follows international quality standards and best practices.

li>Manage long-term and short-term consultants to provide quality services and capacity building to the team.

Team Management

li>Support the technical team to define the overall program vision, approach and activities, and foster innovations that can strengthen climate resilient and more productive farming systems

li>Support the team to identify, design, and oversee the implementation through partnerships including on-boarding, co-design and due diligence and partnership agreements are signed as per the GOAL toolkits.

li>In consultation with technical leads systematically gather information and evidence on the partnership’s performance and the project’s impact.

li>Lead on the preparation of field inputs to the quarterly and bi-annual plans, learning and reports as required by the programme.

li>Directly line manage the technical team (component leads) ensuring work quality oversight, team integration and performance in line with the performance management procedure.

li>Contribute to establishing a team culture grounded in one-team approach with collaboration, openness, and learning.

li>Ensure consistent and effective communications within GOAL, the Program Partners, and external stakeholders.

Representation

li>Engage in high level representation and presentation of the programme to EKN; the Uganda government at national and district levels; other external working groups and private sector partners and stakeholders.
