Assistant Country Director - SystemsGOAL has been working in Sudan since 1985. GOAL South Sudan operates programmes in Abyei Administrative Area, Melut and Ulang Counties (Upper Nile State).
South Sudan’s interventions include an integrated approach to improved living standards for host, IDP and returnee populations through provision of curative primary health care, health promotion, health system strengthening, therapeutic nutrition and food security and livelihoods (FSL) interventions.
Currently, GOAL is looking for an enthusiastic ACDS with a strong experience in complex emergency context.
General Description of the RoleThe Assistant Country Director Systems (ACDS) is a member of the GOAL South Sudan Senior Management Team (SMT) with overall responsibility for the resources/Systems Department. The role oversees the coordination of the provision of timely, high quality information to all systems departments and coordination of support functions in line with programme plans and activities. on programme planning and development, reporting, M&E and capacity building, as well as coordination internally and with relevant line ministries, UN agencies, NGOs, partners and other relevant stakeholders.
The country office has a Country Director and 2 Assistant Country Directors – one for programmes and one for systems. The Systems department comprises Supply chain, HR, administration and IT.
Main Duties And Responsibilities
Represent GOAL and the country programme where relevant to external stakeholders;
Develop a good understanding of the overall country programme
Ensure monthly reporting on agreed key indacators for each function
Provide support and leadership for GOAL South Sudan internal support systems, facilitating effective programme development and implementation
Manage supply chain functions, HR, Administration and IT to facilitate support for current and future programmes in line with GOAL policies and good practice
Actively participate in the Senior Management Team, contributing to the ongoing development of the country programme, particularly in terms of input to the country strategic plan
Deputise for the Country Director when required and undertake any additional duties as mutually agreed with the Country Director
Assist the CD and the Security Officer in the implementation of the security plan at every level
Travel frequently to all sites to guide and coach local managers ensuring that Logistics, HR, Administration, and IT policies are appropriate for the organization and applicable to the changing strategic direction and programmes in GOAL South Sudan
Responsible for the monitoring of the Risk Register
Responsible for ensuring all support function Internal Audit observations and recommendations are addressed
Supply chain
Direct management of the Logistics Coordinator
Coordination of all logistical operations at the various field and support sites: including supply chain, stock management, asset management, fixed asset register, air transport and fleet management
Planning for Improving cost-effectiveness by saving time or money through use of: framework contracts, improved coordination of programme activities, purchasing and transport
Support a close working relationship between the programmes and logistics departments
Ensure compliance of logistical operation with GOAL Logistical Manual and with Donor requirements
Ensure internal and external reporting is performed in line with requirements
Ensure that the Logistics Coordinator manages timely negotiation of property contracts and ensure that property is well maintained and secure
Ensure that the GOAL transport fleet serves the needs of the programme
Ensure the on-going management of the asset register and inventory
Ensure the mandatory finance and logs cross over meetings are held and minuted
Human Resource Management
Provide leadership for Human Resources management and promote an organizational environment which is fair, open, and protective
Provide guidance and direction to the Human Resources Manager
Ensure that HR planning,
including succession planning, is developed in coordination with annual programme planning
Support management to implement an effective annual performance review and development process.
Ensure salary scales are regularly reviewed and remain competitive
Liaise with HO in Dublin on systems, HR issues etc as appropriate
Ensure that visitors and new staff are provided with welcome packs, schedules and in-country briefings
Provide systems induction to new staff members
Liaise with government and institutions and other NGOs to ensure HR policies remain compliant with South Sudanese labour law
Oversee the preparation and implementation of an organisational training plan
Financial
Coordinate with the Finance Controller to ensure that field core cost budget management tools are provided to the Area Coordinators for review and management
Prepare and manage the overall core cost budgets for GOAL South Sudan
Manage the equipment budget for all GOAL South Sudan project sites
Ensure organisational compliance to donor policies and guidelines
Administration
Provide direction and supportive management to the Support coordinators and managers
Ensure efficient and effective administration systems in line with GOAL policy
Ensure GOAL South Sudan adheres to the regulatory requirements of the government of South Sudan with regard to visas, work permits and registration in liaison with the Country Director
IT
Ensure that the IT planning reflects programme priorities and IT meets the demands of the programme
Provide support and oversight for IT related issues including adherence to IT guidelines
Liaise with Dublin IT support in relation to IT maintenance and IT equipment management and formatting
Ensure that regular back ups and virus checks are carried out
Requirements
Minimum 5 years previous experience in project management at a senior management level
3 + years of previous overseas management experience
Education to a masters level, or significant relevant experience that shows an ability to critically analyse and apply information in management and work situations at a similar level
Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation
Strong experience liaising with governmental / local authorities and other NGO’s.
Organised and flexible, ability to respond to changing priorities and a proven ability to resolve issues and identify solutions;
Excellent staff management and personnel skills
An interest in capacity building/mentoring of teams (both national and expatriate)
Excellent communication skills while interacting with colleagues and partners
Good skills in systems development and documentation e.g. experience of ISO systems or similar
Budgetary control and financial management skills
Excellent analytical and writing skills
