The Senior Officer-Social Inclusion Advisor to the in the Forest Sector Transformation Unit-FSTU is in charge of developing substantive inputs and analysesto the development, delivery, and assessment of social aspects are addressed by Environment Forest Climate Change Commission-EFCCC in relation to forest management, and in relation to the promotion of participatory forest management..
This includes the engagement of community-members in climate resilient and sustainable forest and non-forest livelihoods, production, businesses, and practices.
The National Social Adviser will provide advice on further developing the participatory forest management approach in addressing key challenges such as high population growth and inclusiveness in relation to vulnerable groups, such as poor and marginalised forest dwelling communities and minorities.
This includes the provision of guidance, technical advice, capacity development, and monitoring for the federal and sub-national Govern ment entities and staff responsible for the day-to-day implementation of CRFL and REDD+ programmes.
Purpose Assess issues and opportunities within targeted sectors for development;
Formulate projects within the context of the country program;
Identification of main social challenges and risks at community level
Development of concrete measures to meet the social challenges as part of ongoing participatory forest management activities.
Review current participatory forest management and forestry-related legislation, guidelines and tools of EFCCC and REDD+ and propose measures for ensuring that social challenges, such as social inclusion and population growth, are adequately addressed in these.
Propose clear procedures for community participation in participatory forest management activities developed and institutionalised at Woreda level and below, including targeted interventions for vulnerable groups and special measures or partnerships addressing social inclusion
Provide clear procedures and guidelines for the inclusion of women and disadvantaged groups in program activities
Guidelines for ensuring that this is captured in monitoring of capacity building, enterprise development, participatory forest management and livelihood support.
Capacity development, development of extension and training materials, and technical advice for programme staff at FSTU and EFCCC to implement and monitor the procedures for social inclusion
Capacity development and technical advice for relevant sub-national government entities and staff vis-à-vis participatory forest management, including the zonal government and woredas
Assist in reporting and gathering lessons learned on socio-economic aspects by CRFL and the REDD+ program
Develop result reportingof program activities internally and externally
Builds support and understanding working closely with national counterparts for application of green growth in development planning;
Engagement
Advise Country Team and Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment
Collaborate with FSTU management to define detailed tasks for the duration of the Danish agreement and expected tasks to be carried out
The National Social Adviser will report to the Deputy
Director of FSTU, EFCCC. Provide the CRFL Steering Committee updates on the progress and lessons of the project.
The Social Inclusion Advisor will as part of the FSTU team provide technical assistance and capacity development for EFCCC and sub-national government entities vis-à-vis participatory forest management.
Support for the zonal government and woredas in the Kafa Biosphere, which are key implementing partners of CRFL.
Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
Promote green growth and the GGGI methodology with the donor community and other stakeholders;
Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;
Delivery
Report onthe status of the main social inclusion challenges and risks and policy constraints in the context of participatory forest management and enterprise development and propose measures for improvements.
Develop training materials and conduct social inclusion training for extension officers and other appropriate staff or stakeholders to ensure social inclusion in program activities;
Provide feedback on work plans, budgets and progress reports vis-à-vis social inclusion for CRFL and REDD+ Implementation Plan
Develop procedures, guidelines and tools for social inclusion in participatory forest management and enterprise development
Contribute to the provision of technical advice to ensure that social safeguards and risks are fully met.
The National Social Adviser is also expected to deliver on the reporting requirements of the signed MOU between Danish embassy and GGGI for this assignment.
Requirement
Educational qualifications and experience
Educational background in social sciences, social work and similar
At least 10 years professional experience working at community level, working on issues related to inclusion of marginalized groups, working on gender issues and women’s empowerment, working on youth issues and family planning and sexual and reproductive health and rights
Fluency in English (speaking and writing)
Knowledge of cultures, languages, and conditions in forest areas of Ethiopia
Skills, Knowledge, Attributes
Strong theoretical base and practical understanding of key areas of green growth, such as climate change mitigation and adaptation, Agriculture, Forest, and/or Gender and social inclusion policy and practice.
Familiarity with the public-sector institutions in Ethiopia.
Willingness to travel to ruler areas.
Experience in advising high-level government officials on green growth related matters.
Exceptional analytical, quantitative and strategic thinking skills, with excellent abilities to provide synthesis and communicate clearly and effectively.
