As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.

In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Ethiopian Growth and transformation Plan (GTP) assigns a key role to the education sector for accelerating economic growth, achieving developmental goals and becoming a middle-income country by 2025.

The Ethio-German Sustainable Training and Education Programme (STEP), co-financed by the European Union and the Norwegian Agency for Development Cooperation (NORAD), improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education.

The programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth.

The programme supports the agro-industrial development of the country, a cornerstone of the Government’s economic transformation plans through the development of long- and short-term trainings in the agro-processing parks and their catchment areas and the establishment of agro industry incubator units.

To support the work of this programme component, GIZ-STEP is looking to recruit an TVET Expert for Agro-Processing or Agro-Business as per the details below.

Major duties and responsibilities

Driving the implementation of the GIZ-activities in the Agro-Processing Component in on regional level. Areas are not limited to but will include the following

Support skills enhancement of youth and women in catchments of Agro-Industrial Parks in Bure

and Humera (from Bahir Dar) or Yirgalem and Bulbula (from Hawassa) by
Coordinating the implementation of short and long-term trainings and industry consultation formats

Strengthening partners (educational institutions as well as private business) capacity to implement long- and short-term trainings and incubator and employment related services for the agro industry parks

Fostering the networks between relevant stakeholders in the parks and catchment area, especially private companies and education institutions

Steering and coordinating with consultants and other sub-contractors for the implementation of the action

Supporting the design and organization of events such as workshops, trainings, conferences

Implementing other project activities in order to reach the project’s objectives – areas of involvement will be agreed upon as needed

2. Support all general project management activities such as:

Facilitate learnings and contribute to knowledge management

Implement the EU visibility and communication strategy in your respective location

Support monitoring activities

Work in close coordination with a team of local and international experts

Preparation of concepts, strategies and operational plans for current and follow-on phase of the project

3. Implement tasks under the technical and disciplinary supervision of the Component Manager of STEP

Job Requirements

Qualification Required & Experience

University Degree: M. A/M.sc or above in (agro-)processing/(agro-)economics/(agro-) business/(agro-)engineering or related
At least 8 years professional experience in private sector (e.g. Engineering, Capacity Development, Entrepreneurship, Medium and Small Enterprise support) or working with/for the private sector (e.g. in private sector development projects, consultancy, etc.) or in TVET

Knowledge on employment-oriented education expected

Strong ability for capacity building and cooperate TVET implementation

Access to local and sector specific networks and excellent reputation

Experience in working for or cooperating with international development cooperation organizations is an asset

Experience in working with industrial parks is an asset

Excellence in written and spoken English and Amharic
