Organization details The regional programme “Employment and Skills for Development in Africa” (E4D) aims at improving employment opportunities in Africa in cooperation with the private sector. The programme is co-funded by the BMZ, Norad, the EU, and implemented by GIZ. The programme develops, negotiates and implements partnerships with the private sector that promote more productive and decent employment in different partner countries across Africa. E4D uses the on the GIZ integrated approach to employment promotion: (1) The first pillar promotes enterprise development including entrepreneurship support and strengthening local businesses to become more competitive and relevant to international supply chains (fostering the demand for labour). (2) The second pillar supports skills development jointly with companies in order to increase the employability and productivity of people in both the formal and informal labour market (fostering the labour supply). (3) The third pillar served as a link between the demand side and the supply side of labour by providing career guidance, preparing for labour market entry, and matching jobs and job seekers. Focus sectors in Uganda are oil and gas, construction, transport, manufacturing, tourism and agriculture. Programme activities are implemented through individual projects. The programme places great emphasis on evidence-based interventions and continuously monitors project impacts.
Knowledge, Skills & Competences
Good working knowledge of ICT technologies and related software and computer applications (e.g. MS Office)
Strong understanding of cultural, socio-cultural context in Uganda
Experience on gender mainstreaming and results-based monitoring desired
Innovative and willing to apply new solutions/ideas to tackle problems (in both M&E and Project Management)
Eagerness to learn and be part of an exciting and energetic team
Thorough knowledge of M&E systems and concepts, including the use of digital tools.
Knowledge of basic statistical software (at minimum MS Excel).
Responsibilities
Key Responsibilities
The Project Manager will be responsible for:
The Project Manager shall be responsible for up to two mid-size projects (EUR 200,000-600,000). Implementation of these projects is carried out in collaboration with implementing partners, and as such, the position involves significant stakeholder management. The Manager shall be part of an experienced team of fellow Project Managers, Advisors, and Administrators.
The position also entails overall programme M&E oversight for E4D Uganda. The Manager shall work in close coordination with an HQ-based M&E team and implementing partners. The programme has an existing M&E system, however routine updating, and quality assurance will be of key importance
Specific Tasks
Project management;
Stakeholder engagement and management
Contract management (this includes a limited amount of financial management)
Project oversight and quality assurance to ensure project activities are in line with agreed objectives
Close technical and management and guidance of third-party service providers
Project conceptualization
and design (i.e. identifying a problem and proposing interventions to address it)
Engagement with the procurement department
Technical advice to project partners on relevant topics
When necessary, building capacity among implementing partners to ensure quality project delivery
Monitoring and Evaluation;
Maintaining and updating of an M&E system with a high emphasis on quantitative targets (e.g. # of people in jobs, % of income increase, etc.)
Developing and implementing M&E plans for each project in cooperation with project managers and project partners,
Coordinating data collection and analysis with third party service providers and project partners
Quality assurance/quality control of data and data analysis in line with data protection guidelines
Continuous capacity building for implementation partners in setting up a good M&E system
Contributing relevant data and analysis to reporting
Other Duties/Additional Tasks
Carries out other tasks at the request of the superior.
Qualifications
Master’s degree or equivalent in business administration, economics, statistics, project management, or other relevant disciplines
Details of experience
At least 5 years of relevant professional experience in development cooperation, in particular in skills development, employment promotion, private sector development.
Proven experience in data collection, analysis, and other M&E-related tasks.
Proven experience managing projects.
Ability to effectively engage with stakeholders.
Familiarity with GIZ processes and rules (procurement, contract management, etc.) is an asset, however comparable external agency experience shall be considered.
Proven capacity to work reliably and efficiently even in times of high time pressure and/or thematic complexity.
Experience in working in intercultural teams.
Experience in writing reports.
Excellent communication skills, both written and verbal, with the ability to produce quality presentations.
