Field of activity The objective of the regional programme "Employment and Skills for Eastern Africa" (E4D/SOGA) is to improve employment opportunities in Africa in cooperation with the private sector.
Co-funded by DFID, NORAD, EU and Shell, the initiative is implemented in Kenia, Mozambique, Tanzania and Uganda.
A particular focus is placed on employment in the natural resource-based industries and their adjacent supply chain sectors such as construction, infrastructure, transport and logistics, catering and food supply.
In Uganda, considerable amounts of natural resources, most prominently oil and precious minerals have been discovered over the last 10 years.
These discoveries have led to investments in the economy and bring opportunities to elevate Uganda to a middle-income economy.
Yet to exploit these resources and to maximise local benefits, Uganda will need qualified workers as well as local companies prepared for upcoming contracting opportunities.
Based on an industry assessment, E4D/SOGA in Uganda focusses on supporting vocational training institutes, to offer market relevant training.
At the same time, local suppliers receive support to improve their businesses and prepare towards successfully bidding for international contracts.
To head 1-3 of our interventions, we are looking for a project manager.

Job Responsibilities
As project manager you are responsible for managing 1-3 new partnerships with the private sector (depending on size of the projects).
Project management tasks include operational planning with partners, facilitating stakeholder workshops, overseeing implementation of work plans, assuring quality of implementation, contributing to impact monitoring, steering reporting, contract and budget management.
Thematically, the projects focus on enterprise and SME development, i.e. supporting local SMEs to become more competitive in national and international tenders in areas like general management, HSE and bid management.
Based on your experience, you will contribute to reporting, project evaluations, knowledge management and learning in Uganda but also within our broader regional programme.
You will also contribute to meetings
with important political and private partners as well as other relevant stakeholders in cooperation with the Team Leader.
Required Qualifications, Competencies and Experience Qualifications
Master's degree or equivalent in a relevant field (business administration, economics, industrial engineering or other disciplines).
Professional Experience
At least 8 years of professional experience, in particular in development cooperation in the area of enterprise development or employment promotion.
Good understanding of risks, challenges and needs of suppliers/ SMEs in industry sectors related to the oil sector, experience in enterprise development.
Experience in strategic planning and coordination, good working knowledge on setting up and managing annual operational plans, impact monitoring, as well as contract management and financial management of project budgets.
Excellent communication and negotiation skills.
Proven ability to successfully establish and manage strategic partnerships as well as manage and monitor financial agreements is a plus.
Very good working knowledge of ICT technologies (related software, phone, email, internet and computer applications (Outlook, Word, Excel, PowerPoint)
Fluent English, German is a plus.
Willingness to up skill as required by the tasks to be performed.
