GIZ Kenya Finance and Administration Manager Jobs
Reports to: Head of Administration and Finance
Duty Station: Kisumu
Minimum RequirementsBA in business administration/ Bachelor of Commerce or recognized commercial diploma in business administration.
Professional experienceAt least 5 years’ professional experience in a comparable position
Other knowledge, additional competencesIn-depth understanding of financial planning and accounting
Very strong and profound leadership skills
Demonstrates strong oral and written communication skills
In-depth knowledge of SAP
Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
In-depth knowledge of accounting software, preferably WINPACCS Accounting
Broad experience of Financial management and administration
Good knowledge of logical and operational planning and integration of cross-cutting issues (e.g. corruption, conflict etc.).
Proven experience in working with multiple stakeholders including ministries.
Demonstrates openness to change and ability to manage complexities.
Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
Brief introduction of the project:
The GIZ Food Security and Drought Resilience Programme (FSDRP) is being implemented in 3 Counties in Western Kenya (Siaya, Bungoma and Kakamega) and in 2 Counties from Northern Kenya (Marsabit and Turkana).
FSDRP is a three years bilateral programme implemented by GIZ on behalf of the German government and the Ministry of Agriculture, Livestock and Fisheries on behalf of the Kenyan government. In addition to direct support to the 5 counties, the programme has four complementary projects (the Agricultural Technology Vocational, Education and Training -ATVET, Smallholder Irrigation Project in Mt Kenya – SIPMK, Trilateral Fish Project and Promotion of Irish Potatoes by German Food Partnership Potato initiative Africa).
The objective (outcome) of the programme in Western is that “Key institutions for Agricultural Development, in particular at national- and county-level, pursue development of a market-oriented, sustainable agricultural system”.
In Western Counties the programme will aim at contributing to food security through improved agricultural productivity. At county level the key intervention will involve strengthening the capacity of county institutions responsible for agriculture to plan and implement sustainable agricultural development.
The other field of intervention will involve supporting the counties in implementing activities for sustainable intensification of small-scale production systems, to promote climate-sensitive technology transfer and thus increase the availability of food products and income, respectively.
Responsibilities
The Finance and Administration Manager for the agriculture programme in Kisumu is responsible to provide all administrative and financial services for all projects of the western programme, e.g. Cash flow, bank management, Accounting, Financial contracts, office management, reception, logistics management as well as functions as one of the security focal persons. The managed programme includes amongst others the following projects:
Food security Programme
Special initiative: One world – No Hunger: Soil protection and rehabilitation for food security
Special initiative: One world – No Hunger: Green innovation centres for the agriculture and food sector
The Finance and Administration Manager is responsible for
Providing financial and administrative services for all projects in Western Kenya.
To meet
the financial and administrative needs of the Western Office in Kisumu independently, with a minimum of intervention and in compliance with GIZ Orientation and Rules (O+R)
Direct leadership of all employees within the finance and administrative department at the location in Kisumu.
Ensuring that all administrative and financial services in the Kisumu office are provided correctly and in accordance with GIZ financial management, procurement and accounting procedures.
Managing and monitoring all project expenses in Western Kenya against the annual work plans and expense planning.
provides support to the county coordinators and technical staff on all matters related to finance
Is responsible for the financial management in Western Kenya such as monthly funds forecast, keeping the cashbook and managing the bank accounts.
Maintains a system which ensures that vouchers processed are complete, correctly coded and posted in cash and bank books daily, travel claims and other staff entitlements are duly processed on time.
Submits monthly financial accounting to Nairobi office as per prescribed deadlines.
Assists with accounts receivables and accounts payable administration, including local subsidies and agreements with national appraisers
Manages systematic filing of vouchers and keeps financial documents confidential.
Checks unexpected entries in the cash book and bank book and carries out respective spot checks.
Ensure timely and effective follow up to audit observations and recommendations.
Managing the daily cash fund
The Finance and Administration Manager:
is responsible for cash based on the vouchers collected daily
reconciles the cash book and cash account daily
reports any surplus or shortfall in cash
reports without delay if the cash holding reaches a minimum level and keeps cash within accepted levels.
Administrative services
The Finance and Administration Manager:
Is responsible for the general office running (meetings, office running costs, fleet management, logistics, IT, field trips etc.)
Is responsible for the procurement in the Western Region and ensures all procurement steps are in accordance with GIZ Rules and Regulations.
Monitors the office running costs and ensures stock of respective office supplies.
Oversees and monitors the service contract of the location in Kisumu.
Is responsible for the inventory and onsite report for the Western region in close cooperation with the Head of Administration of the agricultural program.
Is responsible for filing documents in reference files or DMS in line with the GIZ filing Rules and Regulations.
Duration of the contract:
One year.
