GIZ Development of a Discussion Paper on Conflict Transformation Under the African Peace and Security Architecture Jobs in Ethiopia
The GIZ programme for “Support to the African Union in the area of Peace and Security” is commissioning an analytical paper to build up on the existing body of knowledge by offering a cross-sectional assessment of the implementation of the 2016-2020 APSA Roadmap and its contribution to peace, security and stability in Africa.
The analytical paper will offer a fresh perspective on the suitability, application and impact of the APSA instruments in defusing conflicts arising within individual AU Member States or in cross-border conflicts through conflict prevention measures (including preventive diplomacy or dialogue), conflict management interventions (including mediation and peace support operations) and post-conflict reconstruction efforts and strategic security issues. The development of the paper will include a review of the horizontal institutional dynamics within the AUC including the ongoing reforms, and a vertical assessment of cooperation between the AU and the RECs/RMs and international actors.
The contractor will be responsible for the development of an analytical paper and a short policy brief that will address the following key issues:
Offer a brief overview of the trajectory and evolution of violent conflicts in the continent during the 2016-2020 APSA roadmap implementation period.
Conduct a cross-sectional assessment of the performance of different APSA instruments, retroactively taking stock of the quality of the APSA instruments with case studies of successes, shortcomings and lessons learnt.
To include a fair assessment of the status quo of peace support operations, mediation, ad-hoc interventions and the conflict prevention agenda.
Identify the suitability of APSA in addressing thematic cross-cutting agendas including gender, CSO and youth engagement.
Review the dynamics of collaboration between the AU and RECs/RMs in the implementation of APSA instruments.
Recommend areas of future programmatic support to the principal APSA actors, including on policy dialogues, knowledge management, lesson learning and training/capacity building.
Make recommendations to the GIZ programme on strengthening synergies, training and
capacity building needs for the AUC, in light of the ongoing reform agenda, and for RECs/RMs to support the consolidation of the APSA.
Recommend areas of support to mainstream and strengthen women, CSO and youth engagement.
The contractor will conduct the work (total of up to 25 working days) remotely, between February 15, 2021 and April 15, 2021.
Required Qualification
The consultant should have the following qualifications:
Education/training: University qualification (PhD degree or equivalent) in Political Science, International Affairs, Social Sciences or other related studies
Language: highly proficient in spoken and written English
General professional experience: 10 years of professional experience in the peace and security sector
Specific professional experience: 8 years in academia and research
Regional experience: 5 years of experience in projects in Africa or with the African Union Commission
Other: Demonstrable research products from past assignments (attach or provide links to at least 2 samples of previous work in your application)

The financial offer should list the daily fees charged for this contract.
Please note that this should not be specific to the task required, as a variety of tasks (as listed above) will have to be performed throughout the contract duration.
The technical offer should include the approach taken by the contractor and showcase his or her previous work in the areas listed above.
