Background Information: The GIZ APSA project supports the African Union (AU) and regional organizations (RECs/RMs) to strengthen and effectively utilize instruments of the African Peace and Security Architecture (APSA), which include the Panel of the Wise, the Continental Early Warning Systems (CEWS), the African Standby Force (ASF) and the Peace Fund.
As part of this, the GIZ APSA project supports the Crisis Management and Post-Conflict Reconstruction and Development (CMPCRD) Division, including its activities in the Lake Chad Basin region under the Regional Stabilization Strategy (RSS). The RSS was adopted by the Lake Chad Basin Commission (LCBC) in August 2018 and endorsed by the AU Peace and Security Council (PSC) in December 2018.
Based on the need for psychosocial support services in the Lake Chad Basin region, the CMPCRD Division, together with LCBC, IOM and GIZ APSA, organized a pilot training in Yaoundé, Cameroon, in November 2019. The pilot workshop aimed to
identify knowledge and practice gaps,
provide a platform for exchange between participants from affected regions,
initiate the creation of a network of providers of community-based mental health and psychosocial support through a multi-tiered and holistic approach. The training supports the implementation of the Humanitarian Assistance Pillar (Pillar 4) of the RSS. The CMPCRD division, together with LCBC and support from GIZ APSA, would like to continue its work on MHPSS in the Lake Chad Basin region. This will entail the development of Guidelines on Mental Health and Psychosocial Support for the Lake Chad Basin as well as the development of a training package on this topic.
The consultancy is expected to commence on 1st April 2021 and will finish by 30th June 2021. The consultant is expected to work no more than 30 days. The consultancy is home-based. There will be no need to travel to Addis Ababa, Ethiopia for inception or validation meetings. All meetings will be held virtually.
Tasks:
The consultant is expected to develop Guidelines on Mental Health and Psychosocial Support for the Lake Chad Basin as well as developing a training package on this topic.
Development of guidelines on MHPSS:
Development and submission of
short outline for review.
Consultation with AU, LCBC, and GIZ.
Development and submission of first draft of guidelines.
Online validation workshop to finalize guidelines.
Finalization of guidelines.
Development of training curriculum on MHPSS:
Development and submission of first module for review.
Development of remaining modules.
Review of all modules.
Online validation workshop to finalize curriculum.
Finalization of training curriculum.
Required Qualifications
It is expected that the assignment will be conducted by a consulting firm combining relevant areas of expertise. Consulting firms can bid for this tender with a minimum of 1 expert, or a team of experts. The expert(s) shall fulfil the following qualifications, which will be evaluated according to the technical assessment grid:
Academic Qualifications
Master’s degree in Psychology, Sociology, Political Sciences or a related field with a focus on mental health and psychosocial support.
Specific professional experience
At least 5 years’ experience in the provision of mental health and psychosocial support, including the development of guidelines and training curricula.
Experience consulting for the African Union Commission and/or the Lake Chad Basin Commission will be an advantage.
Language
Business fluency in English is required; fluency in French is an asset.

GIZ support to the AU for the operationalization of the APSA Project reserves the right to cancel the bid fully or partially.
