Job DescriptionThe joint venture GITEC Consult GmbH and UNIQUE GmbH provides consulting services to the Ministry of Agriculture (MoA) Sustainable Land Management (SLM) Programme for the Ethio-German Sustainable Land Management Project, Phase III (SLM-III) and European Union supported Sustainable Land Management Project (EU-SLM), working in Amhara, Oromia, and Tigray Regional States (Regions) of Ethiopia.
The managers of the Implementation Support Consultant’s (IC) team are the Chief Technical Advisers (CTAs) for the two projects, based in Addis Ababa.
GITEC maintains a small team in the National Project Coordination Unit of the Ministry of Agriculture, Addis Ababa.
The Senior Accountant will be located here, where he/she will work as an effective and senior member of the GITEC team.
Specific Tasks
Support GITEC Team in Accounting and Financial Management Operations
Ensure implementation of GITEC accounting policies, including operating and supervision systems, formats, records, electronic filing of accounting data and electronic back-up;
Manage and control Addis-based project bank accounts, and cheque books; ensure preparation of monthly bank reconciliations and monthly GITEC operational accounts;
Oversee and ensure proper use, management, recording and reporting of Addis-office petty cash accounts, conducting and documenting monthly cash counts;
Facilitate and support the ‘Accountant & Administrative Assistant’ (AAA) in timely preparation of GITEC operational accounts, checking and controlling the accounts for accuracy and completeness before passing them to the CTAs for final checking and approval;
Maintenance, filing and electronic back up of all GITEC operational accounts, accounting records and bank records;
Review personnel invoices and timesheets checking for accuracy and completeness before passing them on to the CTAs for final checking, approval and subsequent payment;
Maintain monthly payroll formats for GITEC project personnel, ensuring correct determination of pay, allowances, employment taxes, pension contributions and management of leave entitlements;
Ensure proper and timely payment of all personnel salaries, taxes and pension contributions;
Maintain adequate and confidential personnel files and records for all GITEC personnel;
Ensure proper maintenance of
GITEC inventory records at Regional and Addis offices;
Ensure implementation and monitoring of GITEC vehicle management policies;
Support the preparation, revision and implementation of GITEC crisis management policies.
Support management of Disposition Fund accounts
Support Regional Financial Management Specialists, Deputy CTA and CTAs in management and timely reporting of the Disposition Fund accounts through helping to prepare, review and check Quarterly Financial Reports, Annual Financial Reports, Bank Reconciliations, QuickBooks records etc;
Maintain Federal-level accounts in QuickBooks and do quality checks of Regional QB records
Consolidate National level (Federal + Regional) financial statements.
Preparation of periodic and annual financial reports for submission to the MoA/MoFEC that fully reflect financing and fund utilisation by GoE budget heads;
Facilitate External Audit tendering, contracting and implementation processes.
Job Requirements
Bachelor’s degree or equivalent in accounting or finance. Further education (ACCA, Master’s Degree in related Subject or similar) will be regarded favourably.
S/he must have a minimum of 5 years effective professional experience in accounting, cash management, budget monitoring and planning.
Reasonable fluency and competence in the English language, spoken and written, and experience in an international working environment;
Experience in projects funded by international financial institutions such as World Bank or KfW is preferred.
Experience with working in a GoE environment is an asset.
Computer literacy: skills in Microsoft Office (especially EXCEL and WORD) and experience of QuickBooks or Peachtree is required
