Job Description

  • The Financial Management Specialist Backstopper is a member of GFA’s team supporting the implementation of the KfW co-financed Sustainable Land Management Programme (SLM).

  • From the project’s main office at the Ministry of Agriculture, under the overall guidance and coordination of the international Chief Technical Advisor / Team Leader, he/she is responsible for managing the accounts of the KfW provided investment funds at national level and for the supervision and quality control of the financial reports received from GFA’s sub-offices in Amhara, Oromia and Tigray regions.

    The Financial Management Specialist Backstopper will be assigned the following main tasks, in particular:

  • Support, through preparation of guidelines and manuals and through on-the-job and virtual training events, GFA’s regional Financial Management Specialists to execute their tasks in controlling and reporting on the use of KfW funds through beneficiary woredas;

  • control monthly statements of expenditure (SoE) from SLM woredas and regions, compiled by GFA’s regional FMS after on-site examination of original payment documents and the regional partners;

  • assist all levels of financial experts in keeping and improving adequate documentation of expenditures, bank reconciliation statements and any other supporting documents to account for the amount advanced;

  • double-check on contracts signed with private enterprises, suppliers and / or consultants
    at the regional level with regard to their validity, implementation and payments;

  • support the preparation of annual and multi-year project budgets for approval by the respective institutions.

  • monitor quarterly and annual cash flow projections submitted to the national level for effective disbursement of funds;

  • check and consolidate all financial information and book of accounts of the respective bureaus' project finance to auditors for effective and efficient auditing of the project accounts;

  • prepare financial reports as required by Ministry of Finance using the FMIS system;
    any other tasks relevant to the project as assigned by the team leader.

    Job Requirements

    Required profile / qualification

  • Candidates for the position of the national financial management backstopper should have at least an MA level degree in accounting/ financial management. Proficiency in computerized financial management systems is absolutely required. Experiences working with SunSystems financial management software is an additional asset.

  • In addition to a desired professional experience of 15 years, the candidate should have sufficient experience in projects financed by external donors/ development partners (particularly the World Bank and preferably also German Development Cooperation / KfW) and their policies, procedures and operational guidelines for financial management.

  • Good communication and training skills are also essential.
