Company Profile The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany with operations in many countries around the world, including Uganda.
GIZ implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda.
Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) The Energy Programme is implemented on behalf of the Government of Uganda, the German Federal Ministry for Economic Cooperation and Development (BMZ), the BMZ’s German Climate Technology Fund (DKTI), the Dutch-German-Norwegian-British-Swiss- Swedish Partnership “Energising Development” (EnDev), the German Federal Ministry for the Environment, Nature Conservation, Construction and Nuclear Safety (BMUB) and the European Union.
A total of five Technical Cooperation projects are implemented under the Energy Programme: PREEEP itself, the Pro-Mini-Grids Project, EnDev Uganda, a Climate Change Project and recently a new project titled Community Clean Energy Uganda was launched PREEEP is implemented by GIZ and the Ministry of Energy and Mineral Development (MEMD) and aims at improving the framework conditions for access to clean energy in rural and peri-urban areas.
Key Responsibilities
Advise the Ministry of Energy and Mineral Development on evidence-based policy formulation with regard to access to energy, rural electrification both on-grid and off-grid and renewable energy solutions
Support the formulation of key policy documents, strategies and roadmaps
Engage with research institutes, think tanks and other Development Partners with regard to policy formulation
Maintain communication with other energy and rural development projects implemented by GIZ for coordination of synergetic activities
Be familiar with and uphold GIZ’s values of sustainable development, transparency, efficiency and anti-corruption towards the public, partners, government, private sector and institutions.
The Energy Advisors will be expected to perform the following tasks:
Specific Tasks
Policy analysis
Assess and review energy reports and briefs
Analyse energy statistics and data and present findings for use by the ministry and energy programme
Manage a document list of key publications in the energy sector
Draft policy briefs for policy documents
Identify areas of further studies.
Policy Advisory services
Identify key issues for policy formulation with regard to access to clean energy both off-grid and on-grid
Advise on policy formulation with regard to access to clean energy particularly in peri-urban and rural areas both off-grid and on grid
Maintain and be regularly updated on all sector developments in other agencies dealing with off-grid and clean energy access for example ERA, etc.
Regularly exchange with private sector bodies (companies, associations, etc.) to understand private sector interests and incorporate these or communicate these in policy/strategy documents being developed.
Advise on developing roadmaps and strategies for the implementation of policy documents with regard to access to clean energy
Provide input to overarching policy documents such as the National Development Plan III with regard to access to clean energy
Advise on the coordination with other (Sector)Ministries and mainstreaming of access to clean energy in key documents such as policies, strategies, guidelines or regulations
Contribute to the policy task force secretariat in MEMD, prepare for task force meetings
Advise on consultative processes with regard to policy formulation
Coordinate and manage consultancies with regard to policy formulation
Work closely with the other components of the commission and ensure synergies, particularly data management, market development and decentralisation.
Coordination with other commissions and partners
Act as
a policy focal person for the Energy Programme, coordinate policy inputs and provide feedback
Engage closely with other commissions of the Energy Programme.
Ensure to be regularly updated with what other donors are implementing in the energy sector, especially those on off-grid and biomass topics including KfW, EU, USAID among others
Attend all relevant sector policy/strategy/regulation events and regularly update all commissions outputs from such events and take responsibility to communicate GIZ’s comments/feedback to the agencies involved where possible.
Project administration
Maintain all documentation of project activities by GIZ standards and support the Monitoring and Evaluation (M&E) framework for the project
Frequently report on progress made through the respective communication channels
Adhere to accountability standards in regard to financial matters, procurements and all administrative procedures
Liaise regularly and communicate issues with the project manager.
Other duties/additional tasks
Perform other duties and tasks at the request of management
Qualifications
Advanced academic degree with a focus on renewable energy, electrical engineering, energy economics, energy law or related field
Minimum of 7 years working experience, including 5 years of experience in policy formulation in the energy sector
Strong understanding of rural electrification both on-grid and off-grid and renewable energy technologies
Strong understanding of the energy policy and legal framework in Uganda
Excellent knowledge of the English language, oral and written.
General professional experience
Ability to meet commitments, plan ahead of time, observe deadlines and achieve results
Ability to express his/herself clearly and concisely both verbally and in writing
High level of diplomatic liaison/negotiation competence with government stakeholders, and official protocol documentation
Excellent communication skills
Polite and professional manner in conduct, in person, by phone and email
Strong ability to work within a team and follow a common goal
Good working knowledge of ICT technologies, related software and computer applications, particularly good skills in Excel, Word, Outlook and Powerpoint.
Specific professional experience
Experience with working with the public sector
Experience with private sector modalities/approaches
Experience with working on rural electrification both on-grid and off-grid
Experience with renewable energy technologies such as solar systems and/or biogas
Experience with policy formulation in the energy sector
An appreciation of social, gender and youth aspects of energy and rural development
